Owners before 21 December had to register by 19 February 2016; buyers after 21 December had to register before first flight. The site faa.gov/uas/registration would open 21 December; free for 30 days, then $5 for a three-year certificate per user, with mail or in-person options. Rules applied only to people over 13; children could fly under a parent's registration. Users had to mark registration numbers on any drone they owned and carry the registration card when flying.
