## Executive read

### BLUF

29 August flipped U.S. commercial small-UAS from exemption to rule: Foxx and Huerta announced Part 107 in effect — remote-pilot knowledge test, <55 lb, VLOS, no night/over-people/BVLOS without waiver — with Huerta forecasting as many as 600,000 commercial unmanned aircraft in the first year and more than 3,000 people already preregistered for the test; FAA said it was issuing more than 70 waivers that day.

### Key judgments

1. **[Assessment — high confidence]** DOT 29 August release (indexed; page timed out on one fetch) and NPR 29 August: first operational rules for routine non-hobbyist small UAS take effect; 20,000 currently registered commercial vs 600,000 forecast; age 16+; pass the new test; still no BVLOS, over people, night, above 400 feet, or faster than 100 mph in the default box; >3,000 preregistered testers.
2. **[Assessment — high confidence]** TechCrunch 29 August: Part 107 removes the need for a 333 exemption if inside the box; one pilot may not manage a fleet; enforcement includes loss of the commercial ticket.
3. **[Inference — moderate confidence]** The civil Act market just became a knowledge-test Control Fabric — identity (Part 48) plus certificate (Part 107) — while IS and export UCAVs remain outside it.

### Analytic labels

- **Fact** — verified reporting or primary record
- **Assessment** — analytic judgment
- **Inference** — reasoned but not directly observed
- **Uncertainty** — unresolved information gap

### Source grades

- **A1** — authoritative primary record / directly confirmed
- **B1–B2** — generally reliable and corroborated
- **C3** — useful but requires caution

## 01. Part 107 effective — routine commercial small UAS

*Event / publication dates: 29 August 2016*

**Verified record — [Fact — B1]** NPR (Two-Way): Huerta press conference — “as many as 600,000 unmanned aircraft used commercially during the first year”; 20,000 currently registered for commercial use; 3,000+ preregistered for the test Monday. Default limits: no BVLOS, over people, night, above 400 feet, faster than 100 mph, heavier than 55 lb; all must be registered; D.C. still prohibited. Huerta: over-people NPRM expected by end of 2016; privacy guidance to local/state government; privacy in the certification process. TechCrunch: 333 no longer needed inside the box; no fleet-one-pilot. Indexed: https://www.npr.org/sections/thetwo-way/2016/08/29/491818988/faa-expects-600-000-commercial-drones-in-the-air-within-a-year ; https://techcrunch.com/2016/08/29/new-rules-for-commercial-drone-use-take-effect-today-in-the-u-s/ Legal text: https://www.govinfo.gov/content/pkg/FR-2016-06-28/html/2016-15079.htm

**Threat landscape.** Commercial Sense over infrastructure is now a ticketed activity. The residual risk is waiver-creep and non-certificate operators.

**Intelligence assessment.** [Assessment — high confidence] Part 107 is in force 29 August. [Inference — moderate confidence] 600k is a forecast, not a registration. [Uncertainty] How many 333 holders actually switched this week.

**Opportunity.** The 29 August waiver list (DOT said posted 1 September).

**LRRK relevance.** Control Fabric / Passport / Watch / Campaign.

**Confidence.** High on effective date and default limits; moderate on 600k.

## 02. Seventy-plus waivers on day one

*Event / publication dates: 29 August DOT release*

**Verified record — [Fact — B2]** DOT: “The FAA is issuing more than 70 waivers today, based on petitions… Section 333 exemptions. These waivers will be posted on September 1.” Majority described as night-operations waivers in the same release family. Indexed: https://www.transportation.gov/briefing-room/new-faa-rules-small-unmanned-aircraft-systems-go-effect

**Threat landscape.** Night is the first hole punched in the daylight box. Waiver is the live Control Fabric.

**Intelligence assessment.** [Assessment — moderate confidence] A 70+ day-one waiver claim is official. [Uncertainty] Names and locations not fetched.

**Opportunity.** The 1 September posted list.

**LRRK relevance.** Control Fabric / Kestrel.

**Confidence.** Moderate on the count via DOT language.

## 03. Registration plus certificate — two-layer civil identity

*Event / publication dates: Part 48 since Dec 2015; Part 107 now*

**Verified record — [Fact — A1]** IFR Part 48 plus Part 107 remote-pilot certificate. Hobbyist number ≠ commercial ticket. Fetched: https://www.govinfo.gov/content/pkg/FR-2015-12-16/html/2015-31750.htm and June 2016 FR.

**Threat landscape.** A Phantom 4 can be registered to a 13-year-old hobbyist and, separately, flown commercially by a 16-year-old certificate holder — different legal persons, same airframe class.

**Intelligence assessment.** [Assessment — high confidence] The two-layer system is now live. [Uncertainty] Cross-walk enforcement.

**Opportunity.** An FAA “how the numbers relate” explainer.

**LRRK relevance.** Passport / Control Fabric.

**Confidence.** High on the legal architecture.

## 04. TB2 / Euphrates Shield — rumor, not an August fetched kill

*Event / publication dates: Operation Euphrates Shield began August 2016; TB2 first-kill claims are September*

**Verified record — [Fact — C3]** Bellingcat October notes rumors of a Jarabulus-area appearance. TRT and others date “first mission last week” to early September. No August fetched combat primary. Do not invent an August TB2 kill.

**Threat landscape.** Indigenous armed UAS is the Turkish answer to denied Predators — still a September Fact if it holds.

**Intelligence assessment.** [Assessment — high confidence] Negative for an August fetched TB2 combat primary.

**Opportunity.** A TSK August release.

**LRRK relevance.** Watch.

**Confidence.** High on the negative.

## 05. Sea Hunter / IS COTS continuity

*Event / publication dates: April christening; April MCT fleet piece*

**Verified record — [Fact — B2]** No August fetched Sea Hunter COLREGS or Mosul-drone primary. Continuity only.

**Threat landscape.** Naval autonomy and jihadist COTS remain the other two stacks beside Part 107.

**Intelligence assessment.** [Uncertainty] August hours not fetched.

**Opportunity.** ONR or CJTF August notes.

**LRRK relevance.** Watch / Campaign.

**Confidence.** High on the negative.

## Forward indicators

Ranked watchlist as of the collection cutoff (what a Watch desk would have monitored next).

1. 1 September waiver list and first night-ops mishap.
2. Knowledge-test pass rate and certificate issuance lag.
3. Over-people NPRM (Huerta: by end of 2016).
4. Dated TB2 combat claim.
5. Mosul offensive UAS reporting.

> **Collection integrity.** NPR and TechCrunch 29 August used; DOT HTML timed out/403 on some fetches — waiver “70+” graded B2. June FR is the A1 legal text. TB2 September kill not pulled forward. 3DR October crash story excluded.
