December closed the first combat quarter of the remote-kill era with three public facts: HUGIN found four mine dummies from KNM *Karmøy* on the 6th, the President named Predator as the transformation example at The Citadel on the 11th, and Global Hawk AV-5 was lost on 30 December after 17 combat sorties — proving both the political victory of unmanned systems and their ACTD fragility.

## 01. 6 December — HUGIN mine-dummy exam on KNM Karmøy

**Verified record — [Fact — A1]** FFI official history (opened): 6 December 2001, first time HUGIN showed Norwegian Navy leadership it could detect mines on the seafloor on its own; the vehicle was released and sent live data to the minehunter; guests went to lunch while HUGIN continued autonomously; after recovery, data showed HUGIN had automatically found the four mine dummies deployed in advance. The demonstration convinced Navy chiefs; a few months later they decided to upgrade *Karmøy* and start a minehunting-adapted HUGIN project. ## 02. 10 December — Global Hawk at Tora Bora, 02:00 local

**Verified record — [Fact — B1]** Air Force Magazine: during the coalition attack on Tora Bora, Global Hawk was tasked to drop its planned profile and “go VFR direct straight up to Tora Bora and start taking pictures”; at 2 a.m. local on 10 December it picked up Taliban campfires, lookouts on ridges, and cave entrances and relayed to analysts; minutes later it detected star-shaped infrared flashes, indicating direct AC-130 hits. **Threat landscape.** HALE IR as a bomb-damage and troops-in-contact sensor is a new tactic. The trust boundary is whether a campfire-plus-lookout mosaic is enough to put a gunship on a ridge.

[Inference — moderate confidence] Minutes-scale sensor-to-shooter is the network the President will praise the next day. ## 03. 11 December — Citadel speech: “the military does not have enough unmanned vehicles”

**Verified record — [Fact — A1]** White House archive (opened in full). Bush: starting 7 October the enemy in Afghanistan got the first glimpses of a new American military; combination of real-time intelligence, local allied forces, special forces, and precision air power. “The Predator is a good example. This unmanned aerial vehicle is able to circle over enemy forces, gather intelligence, transmit information instantly back to commanders, then fire on targets with extreme accuracy. Before the war, the Predator had skeptics, because it did not fit the old ways. Now it is clear the military does not have enough unmanned vehicles. We’re entering an era in which unmanned vehicles of all kinds will take on greater importance — in space, on land, in the air, and at sea.” He also named “sophisticated systems like Global Hawk, an unmanned surveillance plane,” as transforming intelligence. ## 04. 30 December — Global Hawk AV-5 lost; 17 combat sorties for the year

**Verified record — [Fact — A1]** Los Angeles Times, 1 January 2002 (opened): an RQ-4A Global Hawk crashed during a routine flight Sunday; rushed into theater in November; loss of one of two in theater; several Predators also crashed in Afghanistan and Iraq since the war began. Aerospace Daily / GlobalSecurity reprint (8 January 2002 opened): Dec. 30 crash; Air Force spokesman Capt. **Threat landscape.** A $30-million-class ACTD jet lost to a manufacturing fastener is a supply-chain kill, not an enemy shot.

[Inference — moderate confidence] Grounding AV-3 creates a January–March HALE gap (resume late March 2002 in the same Air Force history). **Threat landscape.** The year’s kinematic fact is asymmetry: one armed MALE type, one fragile HALE ACTD, a backpack Pointer, and an undersea eval — not a robotic army.

**Intelligence assessment.** [Assessment — high confidence] The public stack at 31 December 2001 is thin and combat-proven only in patches. [Inference — moderate confidence] 2002 will be a production-and-attrition year, not a science-project year. [Uncertainty] CIA-owned Predator inventory remains undisclosed in opened sources.
