### BLUF

The Marine Corps buys contractor-owned, contractor-operated persistent ISR this month: two ScanEagle mobile deployment units. That is an access change — a four-foot air vehicle with a Skyhook recovery and a commercial pedigree enters a shooting war as a service, not as a program of record. In the same month Picatinny puts live fire on a TALON.

## 01. ScanEagle: Marines buy two mobile deployment units

**Threat landscape.** A contractor team on a Marine ramp flying a long-endurance, GPS-autonomous bird. The trust boundary includes contractor presence, the Skyhook geometry, and a datalink that is not TCDL.

## 02. Avon Park: TALON live-fire modular payloads, 14–17 July

**Verified record — [Fact — B1]** GlobalSecurity TALON page: ARDEC and Army Special Operations Command jointly hosted a demonstration of modular payload systems on robotic platforms 14–17 July 2004 at Avon Park. Sequence: TALON driving over anti-personnel mines to place a charge on an anti-tank mine, then live fire of three armament systems engaging targets out to 450 meters, single and automatic. Weapons interchangeable: M16, M240, M249, .50 cal, M202-A1. Operator up to 1,000 meters; testing hits to 2,000 meters. **Threat landscape.** The EOD chassis is now a remote gun. Encryption on the firing circuit is 40-bit — a figure the page itself states. That is a control-fabric fact, not a slogan.

**Intelligence assessment.** [Assessment — high confidence] The demo happened this month. [Inference — moderate confidence] “Man in the loop” will be the public reassurance language for years. [Uncertainty] Whether 40-bit is the fielded standard or the demo standard is not parsed on the page.

**Opportunity.** Collect the demo after-action and the Duke Pro RFCS specification.

## 03. Continuing Predator reach-back and the still-denied Waziristan question

## 04. Shadow production: 100th RQ-7A this month, RQ-7B next

**Threat landscape.** Brigade ISR is now a production line. The B-model’s extra fuel and later TCDL path (DOT&E 2005) are how the Army tries to fix endurance and frequency collision.

## 05. Undersea: LMRS still a risk-reduction mention, not a launch

**Verified record — [Fact — B2]** No July 2004 LMRS launch or recovery trial is in fetched primaries. USS Oklahoma City launch is a September 2005 event (later open reporting).
