On 5 February the Secretary of State told the Security Council that Iraqi UAVs were a WMD-delivery system — 500 km on autopilot on 27 June 2002, omitted from the 80 km declaration — making the unmanned aircraft itself a casus, while OSD’s February inventory counted 163 U.S. UAVs preparing to fly against the country accused of building them.

## 01. 5 February — Powell at the UN: Iraqi UAVs

**Verified record — [Fact — A1]** White House transcript and CNN Part 8 (both opened): Iraq working on UAVs more than a decade; attempts to modify MiG-21 and, with greater success, L-29; now concentrating on smaller UAVs; “UAVs are well suited for dispensing chemical and biological weapons”; spray-device work; 27 June “last year” intelligence of a newest UAV flying 500 km nonstop on autopilot in a racetrack; December 7 declaration claimed 80 km; 500 km exceeds the 150 km UN limit and was omitted; small UAVs with a few meters’ wingspan could deliver biological agents to neighbors or, if transported, to the United States. **Threat landscape.** The speech makes a small UAV a strategic-delivery threat. The trust failure, if the racetrack is overstated, is analytic; if understated, it is Iraqi denial.

## 02. February OSD inventory — 163 air vehicles

## 03. Global Hawk AV-3 being modified for a second war

**Verified record — [Fact — B1]** Air Force Magazine: as war in Iraq drew near, AV-3 was the only available Global Hawk, modified with both SAR and EO/IR; LRE to SWA, MCE at Beale, exploitation at Nevada ANG 152nd IS. **Threat landscape.** One jet, two oceans of C2, a Guard exploitation node — a global kill-chain experiment.

**Intelligence assessment.** [Assessment — high confidence] February is prep. [Inference — moderate confidence] Beale MCE is the split-ops lesson from Afghan Eyes, applied to HALE. [Uncertainty] February modification complete date not fetched.

**Opportunity.** SAR+EO/IR integration cards and the Beale–Reno–CAOC chat architecture.

## 04. UOES REMUS — 60 days to a possible port fight

## 05. Legal symmetry problem — U.S. armed UAVs vs. Iraqi UAVs as illegal delivery
