## Executive read

### BLUF

OSD closed 2007 by publishing the first integrated Unmanned Systems Roadmap (air, ground, and maritime) and telling the press the future is cross-domain integration—while the same briefing admitted Army Predator and Air Force Sky Warrior were still being “synergized” by a deputy-secretary task force.

### Key judgments

1. **[Assessment — high confidence]** American Forces Press Service / DVIDS, 17 December 2007: Dyke Weatherington briefed *Unmanned Systems Roadmap: 2007–2032* as the first edition covering air, land, and sea unmanned systems after more than 18 months of work.
2. **[Assessment — high confidence]** Weatherington said a Gordon England task force was studying Army Predator and Air Force Sky Warrior “with an eye toward reducing costs” and that USD(AT&L) John J. Young Jr. would review Army and Air Force unmanned plans in the spring.
3. **[Inference — moderate confidence]** The roadmap is a vision document, not the strategic plan with milestones and investment linkages GAO will later say it still lacks.

### Analytic labels

- **Fact** — verified reporting or primary record
- **Assessment** — analytic judgment
- **Inference** — reasoned but not directly observed
- **Uncertainty** — unresolved information gap

### Source grades

- **A1** — authoritative primary record / directly confirmed
- **B1–B2** — generally reliable and corroborated
- **C3** — useful but requires caution

## 01. Unmanned Systems Roadmap 2007–2032 — first cross-domain public plan

*Event / publication dates: memorandum date later printed as 10 December 2007; AFPS briefing 17 December 2007.*

**Verified record — [Fact — A1]** DVIDS/AFPS, 17 December 2007 (Gerry J. Gilmore): Weatherington, deputy director, Unmanned Aircraft Systems Task Force, USD(AT&L), briefed *Unmanned Systems Roadmap: 2007–2032*. More than 18 months of work; first edition to address land and maritime as well as air. Quote: “It is the department’s firm belief that the integration of all the unmanned domains – air, ground and sea – are the future of DoD integrated operations, not only from a systems perspective, but (also) from a joint-service perspective, and in many cases, a coalition perspective.” Commanders want an integrated infrastructure so unmanned data can be shared faster, including with allies. Better sensors for underwater mines and land IEDs. “Certainly, the roadmap projects an increasing level of autonomy.” https://www.dvidshub.net/news/523767/report-reflects-future-militarys-unmanned-systems

**Threat landscape.** The public plan now names all three domains. The trust failure is still the one GAO named in July: no joint picture, no joint metrics. A roadmap does not allocate a Predator.

**Intelligence assessment.** [Assessment — high confidence] The roadmap and the 17 December briefing are public. [Inference — moderate confidence] Autonomy language will outrun policy on weapons release. [Uncertainty] The 10 December cover memo PDF was not successfully fetched this filing (FAS host 500).

**Opportunity.** Recover the 10 December OSD memorandum PDF.

**LRRK relevance.** Watch: 17 December is the public cross-domain plan date. Control Fabric: integration is the stated goal; task force is the stated method.

**Confidence.** High on the briefing; moderate on unpublished roadmap annexes.

## 02. England task force still trying to merge Predator and Sky Warrior

*Event / publication dates: 17 December briefing; September 2007 memo.*

**Verified record — [Fact — A1]** Weatherington, 17 December: “a special task force set up by Deputy Defense Secretary Gordon England is studying the Army Predator and Air Force Sky Warrior unmanned aerial vehicle programs with an eye toward reducing costs, if possible.” “We’re attempting to better synergize and coordinate those development and procurement activities.” Spring executive review by USD(AT&L) Young. https://www.dvidshub.net/news/523767/report-reflects-future-militarys-unmanned-systems GAO-09-175 dates the merger memorandum to September and the Task Force recharter to October. https://www.gao.gov/assets/a283275.html

**Threat landscape.** Two MALE lines, one contractor, two services—still not one contract (target remains October 2008).

**Intelligence assessment.** [Assessment — high confidence] The merger is unfinished at year-end. [Inference — moderate confidence] October 2008 single-contract date will slip. [Uncertainty] December contract language unpublished.

**Opportunity.** February 2008 Army–Air Force MOA (later GAO).

**LRRK relevance.** Passport: year-end status is “studying,” not “merged.”

**Confidence.** High.

## 03. Reaper — U.S. combat, UK ISTAR, no fetched first-drop primary

*Event / publication dates: 25 September first U.S. mission; 31 October UK ISD.*

**Verified record — [Fact — A1]** U.S. first operational mission 25 September. https://afhistory.org/september-25-2007/ UK: three airframes, unarmed, ISD 31 October. https://www.ga.com/reaper-takes-to-the-air No December weapons-expended primary fetched.

**Threat landscape.** Hunter-killer is in the force; public record still does not confirm a first U.S. or UK drop.

**Intelligence assessment.** [Assessment — moderate confidence] First drop may have occurred unpublished or is still ahead. [Inference — low confidence] An Afghanistan CAS event is the likely first. [Uncertainty] December hours and weapons unpublished.

**Opportunity.** ACC December ops summary.

**LRRK relevance.** Watch: first-drop still a collection gap.

**Confidence.** Moderate.

## 04. Undersea and shipboard — REMUS sustained, Fire Scout in LRIP, UCAS-D funded

*Event / publication dates: 15 May Hydroid; 31 May Fire Scout; 6 August UCAS-D.*

**Verified record — [Fact — A1]** REMUS ~$26 million sustainment through 2012. https://www.militaryaerospace.com/communications/article/16725731/hydroid-wins-its-largest-service-contract-to-date-from-us-department-of-defense Fire Scout Milestone C, nine on contract, 2008 IOC target. http://www.globalsecurity.org/intell/library/news/2007/intell-070531-northrop-grumman01.htm X-47B $635.8 million. https://www.militaryaerospace.com/home/article/16724687/northrop-grumman-wins-6358-million-ucas-d-contract-from-us-navy Roadmap briefing explicitly adds maritime unmanned systems to the joint vision. https://www.dvidshub.net/news/523767/report-reflects-future-militarys-unmanned-systems

**Threat landscape.** Undersea and shipboard unmanned are in the plan and in production; they are not in a 2007 fight.

**Intelligence assessment.** [Assessment — high confidence] Year-end sea portfolio is industrial. [Inference — moderate confidence] 2008 Fire Scout IOC will slip with LCS. [Uncertainty] December UUV inventory unpublished.

**Opportunity.** 2008 UUV master-plan update (none issued in 2007).

**LRRK relevance.** Sense-Move-Act: maritime is now inside the roadmap cover, not a sidebar.

**Confidence.** High.

## 05. MTCR after Athens — Category I still the HALE brake

*Event / publication dates: 7–9 November plenary.*

**Verified record — [Fact — A1]** Athens agreed Annex changes; communiqué did not announce a Category I UAV rewrite. https://www.mtcr.info/en/press-releases/22nd-plenary-meeting-athens-greece-7-9-november-2007

**Threat landscape.** Allied Global Hawk-class ISR remains politically gated into 2008.

**Intelligence assessment.** [Assessment — high confidence] No December liberalization. [Inference — moderate confidence] Canberra 2008 will reopen the UAV question. [Uncertainty] National implementations unpublished this month.

**Opportunity.** Partner gazettes; June 2008 U.S. EAR rule.

**LRRK relevance.** Passport: year-end export-control status is Athens Annex, not a HALE carve-out.

**Confidence.** High.

## Forward indicators

Ranked watchlist as of the collection cutoff (what a 2001–2011 Watch desk would have monitored next).

1. First public Reaper weapons employment.
2. Army–Air Force Predator/Sky Warrior MOA (expected early 2008).
3. AP or service year-end flight-hour series (surge ISR density).
4. Sky Warrior Block 0 Iraq/Afghanistan notice.
5. Fire Scout payload flights and LCS/ship integration.

> **Collection integrity.** Fetched: DVIDS/AFPS 17 December Weatherington briefing; prior-year primaries listed above. FAS PDF of the 10 December cover memo returned HTTP 500 and is not cited as a retrieved file. Refused: later “500,000 hours” AP figures published 2 January 2008—those belong to the January 2008 filing. Refused: undated encyclopedia 2007 Pakistan-strike totals.
