Le Drian said France had “raté le rendez-vous des drones” and “ne produit pas de drones.” Paris wanted two U.S. Reaper surveillance drones for delivery before end-2013 to support Mali operations. Citing Le Monde, the Pentagon had agreed to two General Atomics observation drones pending Congress. The drone shortfall had been felt in Operation Serval, launched in January in northern Mali. The U.S. had not sent ground troops but provided transport aircraft and shared intelligence from drones based in Niger.
