Pendleton’s drone testing range plans to apply for a $75,000 grant from the nine-month-old Oregon Unmanned Aerial Systems Business Enterprise. The grant would help provide infrastructure for unmanned aerial vehicles — commonly called drones — to come to town by June 20. With $822,000 of state funds, OR-UAS opened its dollars to grant proposals on Monday. Steve Chrisman, Pendleton test-range manager and economic-development coordinator, said the town planned to submit its proposal in the next few days. The first phases of Pendleton’s drone infrastructure will be small: the airport will add RV-sized storage facilities for smaller drones in the coming months, before bigger and smarter drones demand more substantial structures. Chrisman also plans to get a separate certificate of authorization (COA) to fly drones not affiliated with the National Guard before June 20. “We’re also big on collaboration, so a company could always fly under the military’s COA,” said Ro Bailey, Alaska’s deputy director of the drone program. “But the fact that one’s already been approved should make the process for another nearby COA easier.” Chrisman said he has been courting a few companies interested in applying but would not reveal their identities. Bailey said the University of Alaska’s site is nearly operational, thanks to previous drone research at the college. Not all the ranges have to be good to go by June, but Pendleton wants to be near the front of the industry line. “It’s a pretty unique economic development opportunity and we don’t want to miss out,” Chrisman said.
