### BLUF

January is the month the Pakistan unmanned-strike question becomes a public crisis, the Air Force posts an MQ-9 production intent, and a HKUST graduate founds a flight-control company in Shenzhen. The access change is three-fold: a contested CIA/Predator raid on Damadola, a sole-source production notice for a still-unfielded hunter-killer, and a COTS political-economy seed that is not a combat event.

## 01. Damadola, 13 January 2006 — public Predator language, official fog

**Verified record — [Fact — A1]** BBC: deputy al-Qaeda leader not in a Pakistani village hit in an apparent missile attack; at least 18 killed; unnamed Pakistani officials: “false information”; U.S. media quoting intelligence sources: CIA raid; U.S. military unaware of operations in Bajaur. Information minister Sheikh Rashid Ahmed condemns, will summon U.S. ambassador, “we will not allow such incidents to reoccur.” Village: Damadola, Bajaur, ~7 km from Afghan border. Locals: missiles from Afghanistan; Afghan officials deny. “Jets — or in some accounts a Predator drone — reportedly fired missiles at a particular housing compound.” Three houses hundreds of metres apart destroyed. **Threat landscape.** For the first time in the fetched 2004–06 set, “Predator drone” is in a major-wire account of a Pakistan strike — still as “some accounts,” not as a U.S. admission. The trust failure is attribution: partner protest, CIA leak, military denial.

**Intelligence assessment.** [Fact — A1] Strike, deaths, Pakistani condemnation, Zawahiri miss (Pakistani officials). [Uncertainty] Platform (jet vs Predator), firer, and who was the intended target remain unresolved in the 14 January BBC file. [Inference — moderate confidence] This is the first time a Watch desk can honestly log “public Predator-in-Pakistan language” without using 2013 histories.

**Opportunity.** Capture AP/Reuters/NYT same-week files; do not upgrade “some accounts” to “CIA Predator confirmed” on 14 January.

## 02. ASC MQ-9 production intent — also 13 January 2006

**Verified record — [Fact — A1]** ASC Predator System Program Office intends to award Predator B / MQ-9 Full Rate Production contract FA8620-05-G-3028 0007 sole source to GA-ASI for FY06 and FY07: two MQ-9 aircraft with options for up to 22 more; containers, production engineering, support equipment, spares, 30-day pack-up kit. **Threat landscape.** Production language during SDD, still without data rights, still without IOC. Same day as Damadola.

**Intelligence assessment.** [Assessment — high confidence] Two-plus-22 is the January notice. [Inference — moderate confidence] “Full Rate Production” in the notice title is an intent, not a completed FRP decision (GAO will later put FRP later). [Uncertainty] Award vs. intent.

**Opportunity.** Follow the actual award. Do not file IOC.

## 03. DJI founded — 18 January 2006, Shenzhen (political economy)

**Verified record — [Fact — B2]** Later official materials (InvestHK “Seeing the Unseen,” 2015 PDF seen in search) state Frank Wang founded DJI in 2006 as an HKUST electrical/computer-engineering graduate after a 2005 final-year flight-control project that received a first commercial order; he founded DJI with two other students; first milestone product XP 3.1 in 2009. Wikipedia and other later pages give 18 January 2006. No 18 January 2006 Shenzhen business-registration primary was fetched. File as: a Shenzhen COTS flight-control startup is founded in January 2006. Not a combat event. Not a UAV over a battlefield.

**Threat landscape.** None this month as a weapon. The political-economy fact is that cheap flight-control hardware is being productized in the Pearl River Delta while the U.S. wartime UAS stack is sole-source and ITAR-bound.

**Intelligence assessment.** [Assessment — moderate confidence] 2006 founding in Shenzhen is the later official story. [Uncertainty] Exact day not confirmed in a fetched 2006 primary. [Inference — low confidence] This firm will later dominate COTS UAS; that is not a January 2006 fact.

## 05. LMRS: USS Scranton docking trials — January 2006 (later open reporting)

**Verified record — [Fact — C3]** Later open summaries state January 2006 Scranton trials demonstrated LMRS homing and docking. No January 2006 Navy.mil release was fetched. Grade C3, parallel to the September 2005 Oklahoma City launch.

**Threat landscape.** If true, tube recovery of a 21-inch UUV is an at-sea fact, which is the hard problem in the 2004 master plan’s heavyweight class.
