## Between wreckage and statute

November sits between a confirmed MQ-9 loss (1 October, fetched CNN) and a signed NDAA (12 December). The Watch job is to hold the investigation open and not to announce Section 1092/1692 as if they were already law.

Watchkeeper’s 29 November Register restatement is useful because it is dated this month; it is not a new FOC. The 146-hour combat total from 2014, first built in the October 2015 TBIJ file, has not grown in any fetched 2017 primary.

Indonesian-waters Chinese gliders and the January 2018 ONR Sea Hunter transfer are outside this cutoff and are refused.


## Source grades for the interregnum

November’s dated B2 is The Register Watchkeeper restatement. The A1 combat Fact is still October’s fetched CNN. December’s statute is excluded. That is the correct ranking by trust, not by how many unmanned headlines November failed to produce.
