**Verified extract — [Fact — B1]** Nikkei reported that an amended Aviation Act regulating flights of small unmanned aircraft (drones) passed the House of Councillors plenary on the 4th and became law. It prohibited flight over densely inhabited districts or near airports without the transport minister's permission, and also banned night flight and flight during events. The paper called this the first operational-rule set for drones that had been effectively outside legal regulation, and said industrial use was likely to widen. Airspace requiring permission would be set by MLIT ministerial ordinance, envisioned as areas with 4,000 or more residents per square kilometre, including Tokyo's 23 wards.
