October was a paper-and-industrial-base month on both sides of the Strait and on the Iran parts network: BIS listed 26 entities for feeding Iranian UAS, President Lai named “T-Dome,” and the Executive Yuan approved NT$44.2 billion and a nearly 100,000-drone public buy — Taiwan is trying to become a democratic spool-and-airframe hub before the next swarm.

## 01. BIS Entity List — 26 names, Iran UAS parts

## 02. National Day — Lai names T-Dome

**Verified record — [Fact — A1]** President Lai, National Day address: Taiwan will accelerate building T-Dome, “establish a rigorous air defence system in Taiwan with multi-layered defence, high-level detection, and effective interception, and weave a safety net.” He pledged higher defense spending, a special budget by year-end, and a path toward 5 percent of GDP by 2030. He did not publish an equipment list. Reuters and AP treated “T-Dome” as the first public use of the name, an echo of Iron Dome, with MND not immediately clarifying whether it is a new system or a new label on existing layers. ## 03. Executive Yuan: NT$44.2 billion, almost 100,000 drones

**Verified record — [Fact — A1]** The Executive Yuan approved a Ministry of Economic Affairs plan to invest NT$44.2 billion (about US$1.43–1.44 billion) over six years in domestic uncrewed aircraft, aiming at more than NT$40 billion in output value by 2030 and at making Taiwan “Asia’s democratic hub” for the drone supply chain. Mix: NT$10.43 billion existing funds + NT$33.8 billion new. Public-sector purchase of nearly 100,000 drones — 50,898 civil/government, 48,750 national defense. ## 04. T-Dome’s likely stack — do not over-specify

**Verified record — [Fact — B2]** Concurrent open reporting tied T-Dome to layers Taiwan already owns or has signed for: Tien Kung / Chiang Kung, Patriot PAC-3, the February NASAMS contract, Skyguard/Oerlikon 35 mm with AHEAD, and the January Tron Future army C-UAS (26 systems, outlying islands). MND has separately called anti-drone work a top priority. None of that kit was newly contracted on 10 October. ## 05. Iran’s parts network is the same war as Ukraine’s nights

**Verified record — [Fact — B2]** The BIS listing is explicitly about Iranian UAS electronics. Those same classes of parts have been the open-source story of Geran localization at Alabuga all year. October did not produce a new Alabuga satellite series on this desk; the inference is supply-chain, not a new hall count. Do not import July’s 104-dormitory image as an October event. **Threat landscape.** Listing a Shenzhen trading company is an Act against the next Shahed, not a photo-op.
