### BLUF

December closed the year with a DoD UAS statute tweak, not a civilian Chinese ban: the FY2023 NDAA signed 23 December modified the foreign-made UAS prohibition (Sec. 817), the American Security Drone Act was only committee-reported on the 19th and did not enact, FAA’s production discretion expired on the 16th, and Shahed/USV remained the live Act problems.
