February wrote unmanned aircraft into U.S. civil airspace law and simultaneously priced the Air Force’s high-altitude unmanned Sense fleet out of the FY13 request: Obama signed the FAA Modernization and Reform Act on 14 February, and the same week’s budget killed Global Hawk Block 30 in favor of more Reapers and a manned U-2.

**Verified record — [Fact — A1]** AP reported President Obama signed legislation that modernizes the aviation system (radar to GPS air-traffic control) and “opens up the skies to military, commercial and privately-owned unmanned drones.” The Senate had passed the bill the previous week after a struggle that shut down FAA for two weeks. ## 02. FY13 budget — Block 30 Global Hawk terminated, 24 Reapers bought

## 03. Watchkeeper — British Army field trials, French interest, 2012 Afghan roll-out still the line

**Verified record — [Fact — B1]** FlightGlobal: Thales UK confirmed it provided France’s DGA and army technical information on Watchkeeper as the British Army launch customer prepares operational field trials. French interest revealed at a 16 February Paris bilateral summit; formal evaluation to start in 2012 and conclude next year. Thales: French army has similar requirements and is interested in replacing SDTI (Sagem Sperwer). Watchkeeper builds on Elbit Hermes 450, “more than 60,000 flight hours” in Iraq and Afghanistan. ## 04. Yemen political transition — extra-theater Act host changes

**Verified record — [Fact — B2]** Brennan’s later April speech (not this month’s Fact for targeting) is excluded. Contemporaneous open reporting this collection uses: Ali Abdullah Saleh’s February departure and Abd Rabbuh Mansur Hadi’s accession are the host-nation Control Fabric change for the Yemen RPA campaign that 2011 already put on this archive’s ledger (Awlaki). No February DoD or CIA on-record strike release was fetched.
