April’s collection is honestly thin: no new presidential speech, no new FAA site names, no new Phantom mishap URL, no new Knifefish CDR. The month’s value is negative collection — a Watch desk that padded April with May’s carrier shot or May’s NDU speech would have been filing post-cutoff knowledge as Fact.


A Watch desk in April 2013 would also have carried Brennan’s 30 April 2012 “unable or unwilling” sovereignty override and Obama’s still-unpublished PPG as open items, plus Huerta’s unpaid test-site debt. The kinematic ledger that does stand is last month’s Holder no and last year’s Phantom failsafe — not a new airframe.
