February kept the new administration’s extra-theater Act and Mosul’s COTS-UAS war on the same desk: Trump told Congress the Yemen raid was a “highly successful” intelligence take, while Iraqi forces and embedded researchers continued to pull IS drone paperwork and airframes out of eastern Mosul — without a fetched February U.S. DJI ban or a new AUMF.

February adds the success-narrative Reuters, not a new airframe.


## What a February Watch desk would have logged as open

The January raid’s casualty split (CENTCOM 14 militants versus medics’ ~30 including women and children) was not closed by Trump’s Mattis quote. A desk that treated “vital intelligence” as a verified take would have been grading a speech as an exploitation report.

Mosul’s east-bank COTS-Act problem, documented in November 2016 and January 2017, had no February fetched “factory destroyed” line. Sea Hunter’s COLREGS series, if it started this month as later DARPA recitals claim, produced no February 2017 ONR HTML in this collection — the gap is recorded, not filled.
