### BLUF

April made the cost-exchange visible on three fronts: Silicon Valley’s “American” drones still drink Chinese parts, fiber-optic FPV is now a presidential production problem in Kyiv, the Houthis have turned MQ-9s into a $200 million invoice, and NATO wrote an RFIP because jammers do not cut glass.

## 01. Forbes: Blue-list drones, red-country parts

**Verified record — [Fact — B1]** Forbes reported that several Pentagon-facing U.S. drone firms, including Skydio, were rebuilding supply chains after PRC sanctions cut access to suppliers. Trent Emeneker of DIU’s Blue UAS team was quoted: China “could shut [the drone industry] down globally for a year.” The October 2024 PRC sanction on Skydio and the subsequent battery cutoff remain the live example; April’s piece is the first widely circulated 2025 statement that airframes, engines, and batteries sit outside the Chinese-component bans that hit radios and flight controllers. A public X exchange involving Mach Industries’ founder and Palmer Luckey over a Chinese engine was part of the same week’s argument. ## 02. Zelenskyy: 20 certified fiber-optic types, 11 plants

**Verified record — [Fact — B1]** The Guardian, from an Achilles regiment workshop, quoted President Zelenskyy: more than 20 new certified fiber-optic-control models since the beginning of the year; 11 Ukrainian enterprises already producing them. Capt. Yuriy Fedorenko said Russia “is well ahead” on cable access and that fiber-optic FPV was an element in Moscow’s March rollback of the Kursk salient. A conventional FPV was priced around $400; the cable added about the same. About a tenth of that workshop’s output was fiber-optic. Gen. Syrskyi was cited on 77,000 enemy targets engaged by drones of all types and on a 20 km fiber-optic kill range. ## 03. Seven Reapers, roughly $200 million

**Verified record — [Fact — B1]** U.S. officials told AP the Houthis had shot down seven U.S. Reapers in less than six weeks, a loss of more than $200 million, with three in the past week. ABC, citing a U.S. official, put six MQ-9s down since 15 March (seven since the beginning of March) and said Operation Rough Rider had risen to about 750 airstrikes. CNN reported the losses were hindering a “phase two” leadership-hunt because the persistent ISR orbit keeps dying. Unit cost cited: about $30 million. ## 04. NATO RFIP: defeat fiber-optic FPV

**Verified record — [Fact — A1]** HQ Supreme Allied Commander Transformation issued a Request for Innovative Participation for Innovation Challenge 2025/June. Problem: detect, intercept, or neutralize fiber-optic-controlled FPV drones. ACT’s own description: EW C-UAS is ineffective; high maneuverability, jamming immunity, and low visual/radar signature make the type dangerous to front-line troops. Desired traits circulating with the challenge: day/night detection ≥500 m, mass <100 kg, cost ≤$100,000. ## 05. Rough Rider at ~750 sorties — limited bunker effect

**Verified record — [Fact — B2]** A U.S. official told ABC the airstrike campaign that began 15 March had reached approximately 750 strikes. Congressional staff were briefed that success against Houthi weapons stocks — drones, missiles, command-and-control — had been limited because much of the inventory sits in fortified underground bunkers. **Threat landscape.** Sortie count is not magazine destruction. The Houthis still have SAMs for Reapers.
