**Verified extract — [Fact — A1]** Mario Cesar Carvalho reported the Israeli IAI unmanned aircraft bought as the star of Dilma Rousseff’s 2010 border-drug campaign had not flown since January for lack of a maintenance contract required by a purchase clause (pre-flight checks, not only crash repair). IAI said the PF version can photograph a trafficker’s face from 9,000 m. The complete system cost about R$80 million: one ground station, optics, and a second Vant not yet in Brazil. The original package was R$655 million for 14 Vants and four stations (Paraná, Brasília, Rondônia, Amazonas) to cover 15,791 km of land border. Only São Miguel do Iguaçu (PR), next to Foz do Iguaçu, opened, in November 2011, by Justice Minister José Eduardo Cardoso. The aircraft flew 400 hours and identified about 1,200 critical targets, then stopped when included training hours ran out. TCU had called the R$24.3 million training for 13 pilots (R$1.9 million each, 31% of project cost) disproportionate. Maintenance would be by a Brazilian firm trained by IAI.
