## Executive read

### BLUF

June paired a GPS rocket with an island: four HIMARS left a European pre-position after a three-week train, and on the 30th Russia left Snake Island after a Ukrainian air/missile/UAS interdiction campaign Moscow called a “goodwill gesture” — two different ways to push a Russian sensor-shooter off a map.

### Key judgments

1. **[Assessment — high confidence]** 1 June: Kahl — four M142 HIMARS in a $700 million drawdown, pre-positioned in Europe, >2× the 30 km howitzer standoff, three weeks’ training, Kyiv assurance not to fire into Russia.
2. **[Assessment — high confidence]** 30 June: Russia withdrew from Snake Island; Ukraine said artillery and missiles forced two speedboats off; Russia said it had completed tasks and was opening a grain corridor.
3. **[Inference — moderate confidence]** TB2 and Western fires made the island logistically indefensible after *Moskva*; “goodwill” is a narrative, not the fetched Ukrainian kinematics.

### Analytic labels

- **Fact** — verified reporting or primary record
- **Assessment** — analytic judgment
- **Inference** — reasoned but not directly observed
- **Uncertainty** — unresolved information gap

### Source grades

- **A1** — authoritative primary record / directly confirmed
- **B1–B2** — generally reliable and corroborated
- **C3** — useful but requires caution

## 01. Four HIMARS — Kahl, 1 June

*Event / publication dates: 1 June 2022 DoD News / Breaking Defense / Defense News*

**Verified record — [Fact — A1]** DoD News (C. Todd Lopez, 1 June): $700 million PDP includes four HIMARS. Kahl: howitzers ~30 km; HIMARS more than twice that; pre-positioned in Europe; train users and maintainers first. Breaking Defense: systems already in Europe; transfer after three-week training. Defense News: first tranche of the $40 billion package; 11th since 24 February; more systems possible later. Biden: not meant to strike Russia. Fetched: https://www.acq.osd.mil/news/archive/2022/advanced-rocket-launcher-system-heads-to-ukraine.html ; https://breakingdefense.com/2022/06/us-to-provide-4-himars-systems-to-ukraine-in-latest-700m-arms-package/

**Threat landscape.** Precision standoff is now a Ukrainian Act. Trust is the no-Russia promise plus GPS/INS integrity.

**Intelligence assessment.** [Assessment — high confidence] Four launchers, three-week train, pre-positioned. [Uncertainty] Exact arrival day inside late June not independently snapshotted here.

**Opportunity.** A 23 June arrival photo with serials.

**LRRK relevance.** Campaign / Control Fabric / Passport.

**Confidence.** High.

## 02. 30 June — Snake Island vacated

*Event / publication dates: 30 June 2022; Reuters, Guardian, NYT*

**Verified record — [Fact — B1]** Reuters: Russia withdrew Thursday; symbolic and strategic; occupied day one; folklore “Russian warship” exchange. Guardian: Russia “goodwill gesture” for grain; Ukraine southern command: fled in two speedboats after artillery and missile strikes; explosions still heard. NYT: retreat after sustained Ukrainian attacks including newly arrived Western weapons. Fetched: https://www.reuters.com/world/europe/ukraine-says-russian-forces-have-withdrawn-snake-island-2022-06-30/ ; https://www.theguardian.com/world/2022/jun/30/ukraine-forces-reportedly-recapture-snake-island-in-strategic-win

**Threat landscape.** A Black Sea sensor/EW/SHORAD outpost is gone. Grain Move is the political overlay.

**Intelligence assessment.** [Assessment — high confidence] Russia left on 30 June. [Inference — moderate confidence] Ukrainian fires, not goodwill, caused it. [Uncertainty] Who plants the next flag.

**Opportunity.** Maxar 30 June smoke image chain-of-custody.

**LRRK relevance.** Campaign / Sense-Move-Act.

**Confidence.** High on withdrawal.

## 03. TB2 in the island campaign — open reporting, not a new MoD table

*Event / publication dates: spring–June clips; Forbes 30 June synthesis*

**Verified record — [Fact — C3]** Forbes (30 June) attributes TB2 strikes on boats, landing craft, Tor/Pantsir, and an Mi-8 to the island campaign after *Moskva* removed the long-range envelope. That is a journalist synthesis of prior videos, not a 30 June MoD primary fetched here. Fetched: https://www.forbes.com/sites/sebastienroblin/2022/06/30/russia-slinks-away-from-snake-island-after-ukrainian-bombardment/

**Threat landscape.** Small-island SHORAD without fighter CAP is a TB2 problem.

**Intelligence assessment.** [Assessment — moderate confidence] UAS were part of the interdiction mix. [Uncertainty] Kill counts.

**Opportunity.** A dated MoD TB2 compilation.

**LRRK relevance.** Campaign / Kestrel. Grade C3.

**Confidence.** Moderate.

## 04. Non-Ukraine: Remote ID — 11 weeks to production day

*Event / publication dates: 16 September 2022*

**Verified record — [Fact — A1]** 86 FR 4390 stands. Fetched: https://www.govinfo.gov/content/pkg/FR-2021-01-15/pdf/2020-28948.pdf

**Threat landscape.** Civil identity clock vs combat UAS.

**Intelligence assessment.** [Assessment — high confidence] Dates hold in June.

**Opportunity.** ASTM acceptance (August).

**LRRK relevance.** Control Fabric.

**Confidence.** High.

## 05. Iranian UAV rumor is not yet a White House line

*Event / publication dates: no July-11 Sullivan statement in June*

**Verified record — [Fact — B2]** No June White House “hundreds of UAVs” line was fetched. Kashan imagery publicized in July is not imported. Fetched: https://www.acq.osd.mil/news/archive/2022/advanced-rocket-launcher-system-heads-to-ukraine.html (negative: not in this file)

**Threat landscape.** Do not back-date July intel.

**Intelligence assessment.** [Assessment — high confidence] June file has no official Iran-to-Russia UAV transfer Fact.

**Opportunity.** Wait for the July Sullivan brief.

**LRRK relevance.** Watch.

**Confidence.** High on the negative.

## Forward indicators

Ranked watchlist as of the collection cutoff (what a Watch desk would have monitored next).

1. First HIMARS fire and Russian C2/ammo hits.
2. Who holds Snake Island next and grain talks.
3. White House on Iranian UAVs.
4. Switchblade/Ghost combat video.
5. Remote ID means-of-compliance.

> **Collection integrity.** DoD News 1 June and Guardian/Reuters 30 June fetched. Forbes TB2 synthesis graded C3. July Sullivan Iran line excluded. No HIMARS software. No classified island FMV.

*LRRK — security assurance for systems that sense, move, and act.*
