Chair Baroness O'Cathain: It would just take one disastrous accident to destroy public confidence. Other recommendations: more geo-fencing (airports, prisons, high-risk sites); clearer police-enforcement guidance; a kite mark for safe drones; insurance guidance. The committee estimated 150,000 EU drone-related jobs by 2050 and warned against over-regulation. CAA rules restated: not within 150 m of a congested area; not within 50 m of a vessel, vehicle or structure not under the operator's control; over-20 kg typically banned; lighter craft in line of sight. Prof David Dunn told the BBC a register would not stop terrorists buying drones abroad; some craft could carry 1 kg — explosives or spray.
