February made the extra-theater legal file a confirmation hostage: the White House, after saying it would not, provided OLC drone-advice access to SSCI to “help expedite” John Brennan’s CIA confirmation — the kill-chain lawyer becoming the Agency’s director.

The February confirmation fight also restated that Brennan was voted from SSCI with bipartisan support and that policy debates should be separated from the nominee — a Control Fabric move that treats extra-theater Act as weather around a personnel action, not as the job description.
