August made airport C-UAS and force-structure the same trust problem: JFK logged a third drone sighting in three days (Shuttle America 5911 on 2 August), and the Air Force told the press on 14 August it is “on track to retire all MQ-1 Predators and move to an all-MQ-9 fleet” with estimated completion in 2018 — after Carter had already authorized the 65-to-60 CAP cut.
