October joined a Chinese armed export to the IS fight with a U.S. identity layer for the Phantom class: Iraq’s defence minister watched a CH-4B take off from Kut on 10 October for a first combat mission in Anbar, and on 19 October Secretary Foxx and Administrator Huerta announced a registration task force due 20 November — the Control Fabric that December’s Part 48 will implement.

## 02. Registration task force — identity for the Phantom class

**Verified record — [Fact — A1]** December IFR (fetched) recites the 19 October clarification (80 FR 63912, 22 October) that 49 U.S.C. 44101 requires aircraft registration, and the Task Force chartered 20 October, report 21 November. Foxx/Huerta: 25–30 members; advise which aircraft to exempt for low safety risk including toys; streamlined system for commercial operators; report by 20 November. ## 03. Watchkeeper — £1.2bn, 146 hours, four years late

**Threat landscape.** Recapitalization and registration are simultaneous U.S. unmanned stories with different objects.
