**Verified extract — [Fact — A1]** El País reported that on 5 July the Spanish government published a temporary civil framework for unmanned aircraft under 150 kg (heavier craft under EU law), allowing R&D, firefighting, surveillance, emergency and search-and-rescue under restrictions. AERPAS president Manuel Oñate said the industry had been at an absolute standstill and that the provisional rule was enough to restore market dynamism. David Fanego of Flightech Systems said the FT-Altea (80 kg MTOW) was the only Spanish-made drone with an airworthiness certificate. Only aircraft over 25 kg needed that certificate and registry inscription. All craft needed an identification plate; overflight of urban centres was firmly prohibited. The page described Singular Aircraft's SA-03 (3,800 kg MTOW, 2,050 kg payload) conceived after a firefighting-pilot death, CATUAV's sub-2 kg scientific drones (Bosnia mine detection; Lorca earthquake orthophoto), the ATLAS test centre at Villacarrillo (Jaén) and the pending CEUS site at Moguer (Huelva) for craft over 400 kg. The European Commission was cited as working toward community airspace integration in 2016.
