**Verified extract — [Fact — B1]** The Denver Post reported FAA draft rules unveiled Sunday that would let real-estate agents, photographers, police, farmers and others fly small drones for work after a written proficiency test, registration and about $200 in fees — without a regular pilot licence. Finalization was projected no earlier than early 2017; FAA estimated more than 7,000 businesses would get permits within three years. Limits: daylight only; within eyesight of operator or observers; no more than 100 mph; below 500 feet; not over uninvolved bystanders — precluding long-distance Amazon or pizza delivery. No airworthiness certificate for small drones; Huerta said they pose the least amount of risk to our airspace. Rules would apply to drones 55 pounds or less. A possible micro-drone class under 4.4 pounds would need only a written safety statement. Hobby flights remained largely unregulated under the 2012 law if they did not interfere with air traffic. The same Sunday, a White House presidential directive would require federal agencies to disclose where they fly drones in the U.S. and what they do with surveillance data. Transportation Secretary Anthony Foxx: the safest possible approach at the moment. A Boulder Agribotix Kestrel Cinematix agricultural drone was pictured.
