FCC PSHSB DA 26-786 (28 July) adds foreign-produced “advanced robotic devices” to the Covered List. New unauthorized models cannot get the equipment authorization required to import, market, or sell in the United States unless the Department of War issues a Conditional Approval. Already-authorized models remain importable. Devices people already own are unaffected. The listing therefore bars **new models** of covered foreign-produced robots — humanoids, quadrupeds, autonomous mobile robots, and other wheeled or tracked ground platforms — from import, marketing, or sale in the United States unless the **Department of War** transmits a Conditional Approval. **Already-authorized** models may continue to be imported and sold. Devices consumers already purchased are unaffected. Conditional Approval applications close **1 January 2028**. “Foreign-produced” is defined by the Buy American Act domestic-end-product test (48 CFR § 25.101(a)). Device tests as quoted: ground-mobile; operating at a distance from a human operator; weighing **more than 4.4 pounds** including any dock; and containing all three of a sensor, network connectivity of **at least 200 kbps**, and controlling software (including firmware / model weights). The physical robot in a US living room that already has an FCC ID did not change legal status this month. New foreign-produced models, including home humanoids and quadrupeds, now sit behind a DoW waiver. Regan (Allegheny CCP) appointed attorney John J. Richardson receiver over DDL and Anki digital assets, citing a different caption than the AG case (community read: GD-25-013191, not PA AG GD-24-010283), with exclusive control of GitHub, hosting, domains, billing, and customer data from 10 July.
