August put a consumer quadcopter on a named battlefield: a DJI Phantom FC40 filmed Tabqa airfield in a 23 August YouTube video that RAND’s Clarke, via National Defense and Business Insider on 28 August, called ISIS’s first shown unmanned capability — wedding-photo hardware as a force-multiplier, not a UCAV.

## 01. ISIS Phantom FC40 over Tabqa — first fetched non-state commercial Sense

**Verified record — [Fact — B1]** Business Insider, 28 August: video showed Islamic militants in Syria had acquired a surveillance drone; RAND associate political scientist Colin Clarke told *National Defense* it was “the first time I’ve seen ISIS showing this kind of capability.” A DJI Phantom FC40 “took the footage seen in the video, which was published on YouTube on Aug. 23.” Clarke: “spotter mini-drone” with a smart camera, “really used for surveillance purposes to spy on enemy positions.” Militants used the footage to survey Tabqa military airfield (last government stronghold in the area) “before going in with a more kinetic attack” and “multiple suicide bombers.” Clarke: “pretty basic”; “I wouldn’t say it’s sophisticated any more than the drones that people use in the United States now to take pictures of their wedding”; a “force multiplier” for planning.
