## Executive read

### BLUF

October reversed Interior's summer COTS bet: the department grounded Chinese-made drones and drones with Chinese parts pending a security review — the same week DJI launched Mavic Mini — converting the 3 July Government Edition approval into a pause after CISA's May alert and DoD's freeze had already named the architecture untrusted.

### Key judgments

1. **[Assessment — high confidence]** Contemporaneous trade and later official accounts date Interior's late-October pause of Chinese-made / Chinese-part UAS (emergency wildfire/SAR excepted); Secretary Bernhardt's January 2020 Order 3379 will formalize that pause — the October event is the operational grounding.
2. **[Assessment — high confidence]** Abqaiq/Khurais remains the open energy-UAS file; no October fetched primary closes debris type or launch state.
3. **[Inference — moderate confidence]** The U.S. executive branch has now converged, in practice, on "do not fly Chinese COTS" across Army (2017), DoD (2018), CISA (May), and Interior (October) — a Passport alignment that July's GE approval had broken.

### Analytic labels

- **Fact** — verified reporting or primary record
- **Assessment** — analytic judgment
- **Inference** — reasoned but not directly observed
- **Uncertainty** — unresolved information gap

### Source grades

- **A1** — authoritative primary record / directly confirmed
- **B1–B2** — generally reliable and corroborated
- **C3** — useful but requires caution

## 01. Interior grounds the Chinese-content fleet

*Event / publication dates: late October 2019 pause; contemporaneous trade 31 October; formalized 29 January 2020*

**Verified record — [Fact — B1]** DroneDJ, 31 October: on Wednesday — "the same day that DJI launched the DJI Mavic Mini" — Interior announced all DJI drones and other Chinese-made UAVs or UAVs containing Chinese-made parts in its fleet are grounded pending a program review; emergency wildfire, SAR, and natural-disaster use excepted; 2018 baseline ~531 drones and 10,000+ flights. DJI "disappointed"; company line that actions appear politically motivated. NPR's 29 January 2020 story (used only to confirm the October pause existed) says Bernhardt's order "formaliz[es] a pause he ordered nearly three months ago" and that China was cited as a key factor in the initial decision. Fetched: https://dronedj.com/2019/10/31/all-dji-drones-grounded-by-us-interior-department-amid-review/ and https://www.npr.org/2020/01/29/800890201/interior-department-grounds-all-of-its-drones-citing-cybersecurity-other-concern

**Threat landscape.** The largest fetched U.S. civil-federal COTS fleet just lost its non-emergency Sense layer. Trust boundary is Chinese content, not airworthiness.

**Intelligence assessment.** [Assessment — high confidence] A late-October Interior grounding/pause occurred, with emergency exceptions. [Inference — moderate confidence] The 3 July GE approval is operationally overtaken. [Uncertainty] Exact Secretary's instrument in October (memo vs oral pause) is cleaner in the January order than in the 31 October trade piece.

**Opportunity.** The October Interior internal memo.

**LRRK relevance.** Passport / Control Fabric / Watch. Record: late October pause, Chinese-made or Chinese-parts, emergencies excepted, ~531-aircraft 2018 fleet, same day as Mavic Mini launch in trade copy.

**Confidence.** High on the pause; moderate on the legal form.

## 02. July GE approval is now a dead Control Fabric

*Event / publication dates: 3 July 2019 approval; October pause*

**Verified record — [Fact — B1]** Nextgov's 3 July air-gap / non-sensitive-mission approval vs the October ground. Fetched: https://www.nextgov.com/emerging-tech/2019/07/interior-approves-chinese-drone-purchases-despite-spying-concerns/158361/

**Threat landscape.** Fifteen months of testing did not survive a political-security review. Passport lesson: a special build is not a durable trust grant.

**Intelligence assessment.** [Assessment — high confidence] Approval then pause, same year. [Inference — high confidence] NDAA language will lock a similar ban for DoD. [Uncertainty] Whether GE airframes are physically segregated or just unflown is not fetched.

**Opportunity.** An Interior inventory status after the pause.

**LRRK relevance.** Passport / Control Fabric.

**Confidence.** High.

## 03. Abqaiq — still the energy-UAS Fact; north-origin still a later brief

*Event / publication dates: 14 September 2019*

**Verified record — [Fact — B1]** 5.7 mb/d, Houthi claim, U.S./Saudi Iran attribution. No October debris-type close fetched here. Fetched: https://www.reuters.com/article/world/attacks-on-saudi-oil-facilities-knock-out-half-the-kingdoms-supply-idUSKCN1VZ01Q/

**Threat landscape.** Critical-infrastructure C-UAS remains a failed or absent Control Fabric on the public record.

**Intelligence assessment.** [Assessment — high confidence] Event stands. [Uncertainty] Restoration to pre-attack capacity is a late-September/October industry claim not independently fetched as an Aramco primary here.

**Opportunity.** U.S. UN debris briefing.

**LRRK relevance.** Kestrel / Campaign.

**Confidence.** High on the hit.

## 04. CISA + DoD + Army — October completes the U.S. stack

*Event / publication dates: Army 2017; DoD 2018; CISA May 2019; Interior October 2019*

**Verified record — [Fact — B1]** The four fetched restrictions now point the same way on Chinese COTS Sense. Fetched: https://www.defenseone.com/technology/2017/08/us-army-just-ordered-soldiers-stop-using-drones-chinas-dji/139999/ ; https://www.suasnews.com/2018/06/us-dod-pulls-the-plug-on-cots-drones/ ; https://www.bbc.co.uk/news/technology-48352271

**Threat landscape.** Federal Sense is being denied the market-leading airframe. Substitution (blue UAS / Skydio-class) is the next Passport problem.

**Intelligence assessment.** [Assessment — high confidence] Alignment is practical, not yet a single statute. [Inference — moderate confidence] FY2020 NDAA Sec. 848 will be that statute. [Uncertainty] Other civilian agencies' October posture not fetched.

**Opportunity.** The NDAA conference text.

**LRRK relevance.** Control Fabric / Passport.

**Confidence.** High.

## 05. Turkey–Syria October incursion — U.S. drone-cooperation halt is a later Reuters exclusive

*Event / publication dates: Turkey operation 9 October 2019; Reuters U.S. drone-program halt is a later exclusive*

**Verified record — [Fact — C3]** Turkey's October Syria incursion is dated. Reuters later reported the U.S. indefinitely suspended a 2007-era unarmed-drone intel program flown from Incirlik that had helped Turkey target PKK. That Reuters exclusive is not treated as an October A1 in this filing (publication is later). Fetched (later piece, date stated): https://www.reuters.com/article/world/exclusive-us-halts-secretive-drone-program-with-turkey-over-syria-incursion-idUSKBN1ZZ1A8/

**Threat landscape.** A NATO ally's cross-border Act just cost a U.S. unmanned Sense sharing program — if the later exclusive holds.

**Intelligence assessment.** [Assessment — moderate confidence] Incursion is real. [Uncertainty] Program-halt details are later reporting.

**Opportunity.** A October 2019 on-record DoD confirmation.

**LRRK relevance.** Campaign / Watch. Grade C3.

**Confidence.** Moderate.

## Forward indicators

Ranked watchlist as of the collection cutoff (what a Watch desk would have monitored next).

1. Interior Secretary's formal order (watch January).
2. NDAA Chinese-UAS prohibition text.
3. Remote ID NPRM.
4. Abqaiq debris UN brief.
5. Libya TB2/Wing Loong dated shot tables.

> **Collection integrity.** Interior October pause from DroneDJ 31 October actually fetched; January NPR used only to confirm the pause's existence, dates stated. July GE, CISA, COTS, Army, Abqaiq from pages actually fetched. Turkey drone-program halt is explicitly later Reuters, graded C3. Baghdadi raid (26 October) is not converted into a UAV-Act primary without a fetched UAS-as-shooter release. Karabakh 2020 not relevant.
