## Executive read

### BLUF

April was a reconstitution month: Global Hawk was back as a two-ship set, Norway’s HMRS project sat at the “four months after 6 December” decision point, and the industrial system that would feed Anaconda-style demand — Predator acceleration, Dragon Eye eval kits, REMUS UOES — was moving without a new named first-shot.

### Key judgments

1. **[Assessment — high confidence]** AV-3/AV-4 flying in late March into April restored HALE persistence after a three-month gap.
2. **[Assessment — moderate confidence]** HMRS approval, dated four months after 6 December 2001 in Kongsberg’s paper, falls in this window.
3. **[Inference — moderate confidence]** Production and eval, not a new weapon, are the April signals — the quiet work that makes summer experiments and a 2003 war possible.

### Analytic labels

- **Fact** — verified reporting or primary record
- **Assessment** — analytic judgment
- **Inference** — reasoned but not directly observed
- **Uncertainty** — unresolved information gap

### Source grades

- **A1** — authoritative primary record / directly confirmed
- **B1–B2** — generally reliable and corroborated
- **C3** — useful but requires caution

## 01. Global Hawk pairing AV-3 and AV-4 now the theater HALE

*Event / publication dates: resume late March 2002; April first full month back*

**Verified record — [Fact — B1]** Air Force Magazine: AV-3 and AV-4 resumed late March 2002; completed 47 flights by July; a 2 May IR image of about 50 fighters on a mountain trail is a May product. CRS: Global Hawk entered low-rate initial production in February 2002; first production aircraft not expected until September 2003; ACTD residuals are what is flying. Sources opened: https://www.airandspaceforces.com/article/1103eyes/ and https://www.everycrsreport.com/files/20030425_RL31872_089a1bc2a3f353e69de4557e6614bc453e2049b2.html

**Threat landscape.** LRIP plus combat residuals is an acquisition kludge: the jet in the fight is not the jet on the production line.

**Intelligence assessment.** [Assessment — high confidence] April is the first full month of restored two-ship HALE. [Inference — moderate confidence] February LRIP is the industrial counterpart of the combat return. [Uncertainty] April sortie count was not fetched.

**Opportunity.** LRIP lot configuration vs. ACTD combat mods should have been supply fields.

**LRRK relevance.** Supply / Watch. Production and combat fleets have diverged.

**Confidence.** High on resume and February LRIP as recorded; May 2 image stays in May.

## 02. HMRS approved — first military HUGIN project

*Event / publication dates: four months after 6 December 2001 ≈ April 2002*

**Verified record — [Fact — B1]** Kongsberg: four months after the successful December 2001 demonstrations, the Royal Norwegian Navy approved a project to develop HUGIN Mine Reconnaissance System, the first HUGIN system developed specifically for military applications; first vehicle to MCM forces planned 2004/05; *Karmøy* prepared with LARS, acoustic links, HiPAP; pending HMRS, the Navy would mobilise HUGIN I at intervals for MCM training. Source opened: https://cdn.geo-matching.com/6pyV0voj.pdf

**Threat landscape.** A NATO minehunter navy has now bought the concept of AUV-first reconnaissance.

**Intelligence assessment.** [Assessment — moderate-high confidence] April 2002 is the dated approval window. [Inference — moderate confidence] HUGIN I as a training fill-in is the same pattern as U.S. ACTD-to-war. [Uncertainty] No April 2002 Norwegian press clip was opened.

**Opportunity.** HMRS requirement document and Kongsberg contract vehicle.

**LRRK relevance.** Supply / Lab. Allied manufacturer period record.

**Confidence.** Moderate-high on the four-month arithmetic; low without a ministry PDF.

## 03. Dragon Eye eval kits in build for June–July operator evaluations

*Event / publication dates: twenty systems for June–July 2002 evals (JFCOM page)*

**Verified record — [Fact — B1]** JFCOM: Marine Corps will receive delivery of twenty Dragon Eye systems for operator evaluations June–July 2002; a system is three air vehicles and one GCS; FY02 R&D $2.2 million; fielding scheduled spring FY03; target cost $60,000–70,000 per system; 311 systems through FY06. Source opened: https://web.archive.org/web/20041017053912/http://www.jfcom.mil/about/experiments/mc02/concepts/drageye.htm

**Threat landscape.** Twenty systems is enough to put small UAS into multiple battalions before a production decision.

**Intelligence assessment.** [Assessment — high confidence] April is delivery-prep for a June eval. [Inference — moderate confidence] BAI vs. AeroVironment hardware is what Marines will score. [Uncertainty] April delivery tallies not fetched.

**Opportunity.** Eval scoring sheets and radio-link deficiencies.

**LRRK relevance.** Lab / Kestrel. Small UAS path to OIF.

**Confidence.** High on the June–July plan; deliveries themselves are a forward indicator.

## 04. Predator production acceleration already on the books

*Event / publication dates: October 2001 SECAF option for two air vehicles per month; FY02 supplemental in CRS*

**Verified record — [Fact — B1]** CRS: in October 2001 the Secretary of the Air Force approved an option to accelerate production to two air vehicles per month; FY02 Supplemental and FY03 Appropriations supported the acceleration; later December 2002 contract for 12 more Predators. April 2002 sits inside that accelerated-rate year. Source opened: https://www.everycrsreport.com/files/20030425_RL31872_089a1bc2a3f353e69de4557e6614bc453e2049b2.html

**Threat landscape.** Attrition plus Anaconda demand is now a factory problem at GA-ASI.

**Intelligence assessment.** [Assessment — high confidence] Two-per-month is the governing rate. [Inference — moderate confidence] CIA’s undisclosed fleet is a hidden additional demand. [Uncertainty] April 2002 deliveries vs. losses not fetched.

**Opportunity.** GA-ASI line capacity and sensor-ball bottlenecks.

**LRRK relevance.** Supply. Manufacturer period record: General Atomics.

**Confidence.** High on the acceleration decision; low on April output.

## 05. UOES REMUS — year-one complete this month

*Event / publication dates: April 2001 start; April 2002 is the one-year mark of a two-year eval*

**Verified record — [Fact — A1]** Clegg/Peterson: April 2001–April 2003. April 2002 is midpoint. Source opened: https://doi.org/10.1109/oceans.2003.178069

**Threat landscape.** Mid-eval is when vehicle-configuration feedback either becomes a spec or dies.

**Intelligence assessment.** [Assessment — high confidence] Midpoint. [Inference — moderate confidence] Bahrain-type warm-water tests (later October 2002) will be designed off this year’s lessons. [Uncertainty] Midterm UOES report not fetched.

**Opportunity.** Configuration-change list after year one.

**LRRK relevance.** Lab. Honest continuing program.

**Confidence.** High on the calendar arithmetic.

## Forward indicators

Ranked watchlist as of the collection cutoff (what a 2001–2011 Watch desk would have monitored next).

1. 2 May Global Hawk trail image (later history).
2. 22 May X-45A first flight.
3. 15 May Jane’s on SOCOM Pointer.
4. June–July Dragon Eye operator evals.
5. Phase II / moving-target Hellfire residuals, if any still open.

> **Collection integrity.** Opened Air Force Magazine, CRS, Kongsberg HMRS paper, JFCOM Dragon Eye page, UOES abstract. No April 2002 combat first was invented. HMRS “four months later” is arithmetic from a later technical paper, labeled as such.
