**Verified extract — [Fact — B1]** LAT reported Charlottesville, Va., ordered a two-year moratorium on citywide use of unmanned aircraft — the first U.S. city to do so, supporters said. By 3–2 on Monday the council adopted a Rutherford Institute–drafted resolution prohibiting police drones with anti-personnel devices such as Tasers and tear gas and seeking to block use of spy-drone data in criminal prosecutions; it asked state and federal governments to follow. John W. Whitehead: “This is the beginning of a movement.” Mayor Satyendra Singh Huja said federal law would trump the resolution: “We can only make resolutions.” The move responded to the 2012 congressional mandate to integrate robotic aircraft by September 2015. Local drones are typically 50 pounds or less, unlike Predators and Reapers. Gretchen West of AUVSI said a Virginia moratorium could cost “hundreds, and perhaps thousands, of new jobs” and limit first responders.
