## Executive read

### BLUF

May is a thin public-primary month between Sea Hunter’s christening and Part 107’s June text: the dated kinematic facts are continuity — Phantom 4 in retail, ACTUV moving toward summer California trials, IS commercial UAS as a running specialist file — plus a May live-warhead Bayraktar TB2 trial that October Bellingcat will recite (used here only if treated as C3 until that page).

### Key judgments

1. **[Assessment — high confidence]** No May 2016 FAA Part 107 final was fetched; the operations rule remains a February 2015 NPRM plus Pathfinder research.
2. **[Assessment — moderate confidence]** Sea Hunter’s DARPA/ONR plan (April fetched/indexed) still points to summer open-water tests off California after San Diego movement — no May fetched trial-result table.
3. **[Inference — low confidence]** A Watch desk that invented a May “TB2 first kill” or a May Part 107 effective date would be fabricating; those belong to later months’ primaries.

### Analytic labels

- **Fact** — verified reporting or primary record
- **Assessment** — analytic judgment
- **Inference** — reasoned but not directly observed
- **Uncertainty** — unresolved information gap

### Source grades

- **A1** — authoritative primary record / directly confirmed
- **B1–B2** — generally reliable and corroborated
- **C3** — useful but requires caution

## 01. Part 107 still not law

*Event / publication dates: NPRM 15 February 2015; no May 2016 final fetched*

**Verified record — [Fact — A1]** Huerta 2015 transcript remains the last fetched operations-rule primary. Fetched: https://www.faa.gov/speeches/small-uas-nprm-press-call

**Threat landscape.** Commercial civil Act is still exemption-gated in the month before a rumored summer final — rumor is not Fact.

**Intelligence assessment.** [Assessment — high confidence] Negative for a May final. [Uncertainty] Inter-agency clearance status.

**Opportunity.** An OIRA completed-review note.

**LRRK relevance.** Control Fabric / Watch.

**Confidence.** High on the negative.

## 02. Sea Hunter — checkout, not yet a trial table

*Event / publication dates: 7 April christening; planned summer tests*

**Verified record — [Fact — B1]** April Reuters/DARPA: tests to begin in summer off California after checkout and San Diego move. No May fetched speed/seakeeping release. https://www.reuters.com/article/technology/us-military-christens-self-driving-sea-hunter-warship-idUSKCN0X42I3/

**Threat landscape.** Autonomy at sea is in transit. COLREGS tests are later (2017).

**Intelligence assessment.** [Assessment — high confidence] No May performance table fetched.

**Opportunity.** An ONR May underway photo caption with numbers.

**LRRK relevance.** Lab / Watch.

**Confidence.** High on the negative for results.

## 03. Phantom 4 / registration — civil Sense continuity

*Event / publication dates: 1 March launch; 368k owners*

**Verified record — [Fact — B1]** Phantom 4 and Part 48 remain the civil pair. No May fetched Phantom-4-specific FRZ incident. Carry-forward: https://www.prnewswire.com/news-releases/dji-launches-new-era-of-intelligent-flying-cameras-300228654.html ; https://www.usatoday.com/story/news/2016/02/08/faa-drone-registration-eclipses-regular-planes/80002730/

**Threat landscape.** Autonomous consumer Sense is unsupervised except by a $5 number.

**Intelligence assessment.** [Uncertainty] May incident rate not fetched.

**Opportunity.** An FAA May UAS-report update.

**LRRK relevance.** Passport / Control Fabric.

**Confidence.** High on continuity.

## 04. TB2 live-warhead trial — October Bellingcat recites May

*Event / publication dates: Bellingcat 13 October 2016 says “a second test in May 2016”*

**Verified record — [Fact — C3]** Bellingcat’s October page (fetched for that month) states a May 2016 live-warhead SMM/UMTAS-class trial on TB2. That is October’s memory of May, not a May fetched manufacturer primary. Graded C3 pointer, not a May A1.

**Threat landscape.** If the trial occurred, Turkey is closing an armed-UAS Control Fabric Washington would not sell.

**Intelligence assessment.** [Uncertainty] May primary not fetched.

**Opportunity.** A May Baykar/SSM release.

**LRRK relevance.** Watch. Do not over-claim.

**Confidence.** Low as a May Fact.

## 05. IS COTS / Reaper demand — running files

*Event / publication dates: April MCT fleet piece; 2015 CAP cut*

**Verified record — [Fact — B2]** April specialist IS-fleet piece and 2015 Defense One CAP cut remain the last fetched U.S./IS Act-Sense pair. No May 2016 CAP or Mosul-drone primary fetched.

**Threat landscape.** Extra-theater Reaper and jihadist quadcopters still share Iraq/Syria airspace in the campaign narrative.

**Intelligence assessment.** [Uncertainty] May strike/UAS counts not fetched.

**Opportunity.** A CJTF May release.

**LRRK relevance.** Campaign / Watch.

**Confidence.** High on the negative for new May primaries.

## Collection note on thinness

May’s public unmanned file is structurally a trough: the April Sea Hunter ceremony is spent, the June Part 107 text is not yet out, and no May 2016 CENTCOM, FAA, or manufacturer HTML primary was retrieved that names a new loss, rule, or export. The brief therefore privileges negative collection and dated continuity over invented “May highlights.” A Watch desk that padded this month with June’s FR page or October’s Bellingcat May-recital as if they were May fetches would have been fabricating a Control Fabric.

## Continuity ledger (dated, not new primaries)

**Reaper/Predator.** May 2015 Defense One (fetched) remains the last CAP-cut primary: 65 to 60, Carter approval, Cluff “60 is not enough.” No May 2016 fetched reversal. https://www.defenseone.com/business/2015/05/air-force-trims-drone-ops-workforce-healthy/113122/

**Registration.** February 2016 USA Today (fetched) 325,000 owners and ~100 monthly pilot reports remain the last civil-identity metrics. https://www.usatoday.com/story/news/2016/02/08/faa-drone-registration-eclipses-regular-planes/80002730/

**Fallujah COTS.** 17 March 2015 Warren strike (fetched) is still the first Pentagon IS-UAS date in this archive. https://www.militarytimes.com/2015/03/19/isis-drone-destroyed-in-airstrike/

These three URLs are May 2016’s fetched continuity set; they do not become May events.

## Forward indicators

Ranked watchlist as of the collection cutoff (what a Watch desk would have monitored next).

1. Part 107 final text and effective date.
2. Sea Hunter first published trial numbers.
3. A May-or-June TB2 primary, not an October recital.
4. Dated IS drop-munition clip.
5. Phantom 4 first serious NAS incident.

> **Collection integrity.** Thin month recorded as thin. TB2 May trial is explicitly C3 via a later fetched page. No invented Part 107 date. June 21/28 Part 107 and June 22 Sea Hunter trials are excluded.
