### BLUF

September put a Geran-2 stencil on a delta wing and a hole in two Baltic pipelines: Ukraine said it destroyed the first Iranian Shahed-136 near Kupiansk on the 13th, FAA told manufacturers it would use enforcement discretion through 16 December because ASTM F3586-22 landed a month late, and on the 26th seismometers recorded underwater explosions on Nord Stream — three trust failures in air, identity, and undersea.
