February is a thin public month: surge brigades are still closing, no new unmanned wing or hunter-killer IOC is on the wire, and the last joint UAS plan remains the August 2005 Roadmap while Army ER/MP and Navy UUVs execute as separate industrial clocks.

[Inference — moderate confidence] Any 2007 Iraq Army Predator-class airframe will be a quick-reaction or contractor variant, not Block 1 ER/MP. ## 03. Joint UAS CONOPS approaching — last published joint plan still 2005

**Threat landscape.** Services are writing joint paper while buying on separate lines. Interoperability and bandwidth remain the physical limits named in prior GAO work.

## 04. Undersea portfolio unchanged — 2004 UUV Master Plan still the public compass
