March is a thin new-primary month: the governing kinematic Facts remain February's Orca XLUUV award, the winter airport-sighting cluster, and the still-unlifted DoD COTS freeze — with Haftar's Tripoli offensive and the Interior 2018 UAS report sitting on April's calendar, not this one.
