# Speed, Range, and Command Depth *C-UAS and C-UUV Trust Paths Outrunning Their Evidence* **Prepared as a capability and product-assurance analysis** Current as of August 19, 2026 --- > **Research premise.** After the 14 August filing the pattern is not a new airframe class. It is speed, range, and command depth arriving together. Ordinary C-UAS and C-UUV trust paths are being asked to do work they were not evidenced for. ## Abstract **Research premise.** The 14 August Incidental Research paper treated a 100 percent thermal tariff as a capability screen rather than a measurement of product security. The companion Watch brief of the same day treated ordinary trust mechanisms — component provenance, undeclared network behavior, perimeter attribution, and sensor-to-effector validation — as the binding failure mode inside systems that sense, move, and act. Five days later the public record has moved, and the temptation is to read the movement as a new generation of airframes or hulls. That reading is the wrong unit of analysis. What arrived together in the week of 17–19 August is a kinematic combination: jet one-way unmanned aircraft demonstrated into western Ukraine at high daily volume; a domestic Ukrainian type of more than 2,000 kilometers of claimed reach entering the official inventory; a purpose-built Poseidon carrier at sea; a U.S. extra-large unmanned undersea vehicle with a public 1,000-nautical-mile transit; and NATO fighters killing stray unmanned aircraft over allied territory. Each of those facts is real as far as the cited record goes. None of them, taken alone, creates a new class. Together they ask ordinary counter-UAS and counter-UUV trust paths to certify closure speed, demonstrated reach, command-node battle damage, payload readiness, and operator intent — work those paths were evidenced for against slower raids, brochure endurance, and political claims. This paper names that failure envelope inheritance: treating an evidenced path built for a slower, shorter, less command-deep object as if it automatically covers the new combination. The honest objects of assurance remain separate Passports, Lab dispositions, and Campaign hypotheses, not inherited envelopes. _Keywords: counter-UAS, counter-UUV, envelope inheritance, command depth, product assurance, kinematic assurance, Control Fabric, Security Passport_ ## 1. Introduction: After 14 August, Not a New Class A consumer-security headline would reduce the week of 17–19 August 2026 to a memorable contrast: jet Shaheds over Rivne, a Siberian-reach drone on a ministry website, a “doomsday” submarine leaving Severodvinsk, an Orca that finally traveled a thousand miles, and NATO fighters firing in Romanian and Latvian airspace. The headline captures a genuine operational puzzle. Speed, range, and command depth have each existed before. Piston one-way attack aircraft have already made mass raids a daily problem. Extra-large unmanned undersea vehicles have been advertised at multi-thousand-mile endurance for years. Poseidon has been a political object since 2018. Allied air-policing over the eastern flank is not new. What changed after the 14 August filing is not the invention of a class. It is the simultaneous arrival of those three attributes in public evidence, and the demand that ordinary trust paths treat the combination as already certified. This distinction matters. Security assurance can target at least three different objects: what a system can do, where and by whom it was produced, and how securely it is engineered and operated. The 14 August tariff paper addressed the first two at the border. The 14 August Watch brief addressed the third inside already-fielded systems. The week that followed did not repeal those failures. It added a kinematic one. A path evidenced for a piston raid is now being asked to close at 400–600 kilometers per hour. A ministry sentence about Siberia is being asked to stand in for a combat debut; a hull in the White Sea, for a finished strategic weapon; a mileage number, for route, autonomy, and payload; a fighter kill, for operator intent. The argument developed here is that the pattern is internally coherent and still incomplete as assurance. Speed, range, and command depth arriving together is a real change in the work asked of Sense, Move, and Act. It is not a license to collapse unproven claims into the same object. The weakness of ordinary C-UAS and C-UUV practice in this window is not that defenders failed to notice the events. It is that the evidence those practices already possessed — intercept counts, brochure envelopes, political carrier designations, a single transit figure, a weapons-release after visual identification — is being inherited by a harder problem. Envelope inheritance is convenient. It is not a Security Story. A durable reading therefore needs two layers. The first is categorical and strategic: jet one-way aircraft, day-plus inventory types, purpose-built undersea carriers, extra-large unmanned transit, and allied-territory engagement are now live capability facts. The second is evidentiary and operational: each claim about type, combat use, battle damage, payload, route, and intent remains a separate Passport entry until a Lab or an independent record disposes it. LrrK’s objects earn their place here only where they keep those layers from collapsing. ## 2. What Ordinary Trust Paths Were Evidenced For Ordinary counter-UAS practice in the Ukrainian theater was evidenced, through 2025 and the first half of 2026, against a mass-raid problem whose speed class was piston. Mobile fire groups with rifles and heavy machine guns, electronic-warfare crews, and a limited inventory of surface-to-air missiles learned to work a raid mix of Shahed-type one-way aircraft and cheaper decoys. The trust path that emerged was operationally impressive and analytically coarse. Daily Air Force counts of launches and “neutralizations” became the public measure of performance. Those counts are facts as published. They do not, by themselves, establish that a claimed intercept was of the jet type rather than the piston or decoy remainder, or that the effector used was the one the brochure assigned to that envelope. Ordinary counter-UUV practice, on both the Russian and American sides, was evidenced against an even thinner record. Poseidon existed in political speech, in design-bureau description, and in the converted carrier *Belgorod*. Extra-large unmanned undersea vehicles existed in program documents, in a 2024 two-day Orca mission, and in advertised endurance figures that no public transit had yet approached. The trust path that emerged treated brochure range as a capability fact and carrier designation as payload readiness. That path was never a measurement. It was a reading of intent. Allied air-policing was evidenced against manned tracks and, more recently, against a small number of stray unmanned aircraft over the eastern flank. The trust path that emerged was a fighter scramble, a visual identification, and a weapons release under national or NATO authority. Those steps can be repeated. They do not automatically produce a forensic identification of type, origin, or operator, and they do not demonstrate that a cheaper layered counter-UAS architecture exists at the scale the incidents imply. The 14 August filing already named the complementary failure: ordinary trust mechanisms inside the system — provenance, undeclared egress, perimeter attribution, legacy authentication — were being asked to do cyber-physical work they had not been built for. The week of 17–19 August asks the *external* path, from detection through classification to engagement and battle-damage assessment, to do kinematic work it had not been evidenced for. The two failures are related. A Control Fabric that cannot keep a camera from heartbeating to an unexpected address is not obviously ready to certify a jet-profile intercept. A Kinematic Assurance Topology that cannot keep transit, payload, and doctrine on different plates is not ready to treat a 1,000-nautical-mile number as a fielded extra-large program. The paths were ordinary because they matched the objects they had seen. The objects changed. The paths did not. ## 3. Speed Collapses the Interceptor Path That Fire Groups Were Built For On 18 August the Ukrainian Air Force and the eRadar monitor described a jet-powered attack unmanned aircraft launched from occupied Crimea that transited Mykolaiv, Vinnytsia, Khmelnytskyi, and Ternopil and reached the Dubno area of Rivne Oblast. Rivne regional head Oleksandr Koval said an aerial target was shot down in the south of the oblast. Open-source reconstruction of the track put the maneuvering distance in the range of 850–920 kilometers, with a straight-line penetration of more than 720 kilometers. Those figures are monitor geometry, not wreckage-confirmed range. They are still a fact about what Ukrainian sensors and a widely cited monitor published the same day.1 The same day the Air Force said Russia launched 76 jet-powered Shahed-type unmanned aircraft between 07:00 and 18:30, mainly at Kyiv Oblast, and that air defense had shot down or jammed more than 70 of them, with several strikes and debris sites still being assessed. After 18:30 more than twenty additional jet-powered aircraft entered Ukrainian airspace.2 Overnight into 19 August the mix continued: two Iskander-M ballistic missiles and 65 Shahed-type aircraft, including jet variants, together with Gerbera, Banderol, and Parodiya decoys, launched from Kursk, Orel, occupied Donetsk, and Hvardiiske in occupied Crimea. As of 08:30 the Air Force said 56 drones and two Banderols had been neutralized, with hits at ten locations and debris at three more. The attack was still ongoing.3 These are official counts. They are high-confidence facts as published. They are not, without type-specific battle-damage assessment, evidence that the interceptors which worked against piston Shaheds also closed against the jet remainder. The speed class is the reason. Open reporting of the west-Ukraine track, citing eRadar, put jet-engine speed in the 400–600 kilometer-per-hour band and concluded that classic mobile fire groups with small arms or large-caliber machine guns were “completely impractical” against it.4 That conclusion is an inference, and it is a moderate-confidence one: a rifle or heavy-machine-gun engagement envelope was never evidenced for a 400–600 kilometer-per-hour one-way aircraft, and nothing published on 18–19 August supplied a counter-example. The unknown that must not be collapsed into the count is type. Public reporting treats the west-Ukraine aircraft as a jet-powered Shahed-type, Geran-4, or Geran-5. Exact airframe remains not established. The 850–920 kilometer track remains not wreckage-confirmed. What is established is official jet-volume in the tens on a single day and a monitored corridor into the far west. For assurance the relevant object is not “Russia has a new drone.” It is Sense-to-Act under a clock the ordinary interceptor path was not evidenced to keep. A Campaign that treats the morning intercept total as a hypothesis — detection, classification, engagement, and battle-damage assessment each needing a Lab disposition — is doing the work the count conceals. A Passport on an interceptor type that records brochure speed and altitude, rather than an evidenced envelope against a jet profile, is inheriting the piston-era path. Watch the next morning package for a second west-Ukraine corridor; that is a currentness test, not a second scoop. ## 4. Range Without Provenance Is Inventory, Not Employment On 17 August Ukraine’s Defence Ministry codified the domestic Dovbush T40. The official text is specific enough to quote as a claim and not specific enough to treat as a demonstration. The aircraft has a wingspan of nearly five meters and can remain airborne for more than 24 hours. Its operational range is described as sufficient to strike targets beyond the Urals and in Russian Siberia — more than 2,000 kilometers in the ministry’s own framing and in the Interfax-Ukraine and Euromaidan Press accounts that repeated it. Stated roles are deep reconnaissance, fire adjustment, and precision strike, in one-way or munition-drop configurations, with claimed low radar signature and electronic-warfare resistance. The ministry said the type confirmed its stated characteristics during testing, and that 413 unmanned aircraft systems had been codified in 2026.5 Codification is a capability and access step. It is a fact about the official inventory. It is not a combat debut. Combat employment of the T40 is not established. Demonstrated 2,000-kilometer performance is not established. The Siberia sentence is a press claim about design reach. A Passport that inherits Siberia-reach from that sentence has already committed envelope inheritance. The honest record is three entries: the T40 as designed, the T40 as lab-tested, and the T40 as fielded. Only the first is populated by the 17 August text. The second is asserted by the ministry without published test conditions. The third is empty. The jet-Shahed track of 18 August is a different range object and should stay on a different plate. A monitored 850–920 kilometer corridor into Rivne is not a wreckage-confirmed combat radius, and it is not a new airframe class. It is evidence that a speed class previously treated as an eastern- and central-Ukraine problem now has a plausible one-way envelope over almost all of the country, including the far west. The two range facts — official T40 inventory reach and monitored jet-Shahed geometry — arriving in the same 48 hours is what makes the week a range event rather than two product stories. They do not license a single “deep-strike drone” headline. The inference that follows is modest. Deep-strike *inventory* and *launch-stock* are different trust objects. Destroying the latter, if the General Staff claims of 18–19 August hold, is how jet-Shahed volume is cut. Codifying the former is how a state records that it intends to hold the other’s deep rear at risk. Neither fact, without employment evidence, tells an operator what the aircraft did. Starlink-enabled “middle-strike” into Russia remains advocacy in this window, not an announced policy change; this paper does not treat it as a finding. ## 5. Command Depth Is a Control Fabric Campaign, Not a New Munition Overnight 18–19 August the Ukrainian General Staff said forces had followed up with strikes on launch and command infrastructure. The official bulletin named three unmanned-aircraft depots — at Novopetrykivka and Novotroitske in Donetsk and Lobacheve in Luhansk — a ground relay used to control Geran and Gerbera aircraft at Olenivka in occupied Crimea, and an unmanned-aircraft command post near Verkhnii Rohachyk in Kherson. The same series included a road bridge over the Molochna near Molochansk and logistics and equipment sites at Kadiivka and Lysychansk. Losses, the General Staff said, were still being clarified.6 The fact is the claim. Battle-damage on the depots and the Crimea relay is not independently confirmed. Russian denial, commercial imagery, or a later drop in Geran and Gerbera volume would be the kind of evidence that could move the claim from official text to an assessed effect. None of that evidence was public as of 19 August. Treating the claim as a successful strike on Russian command depth would be a judgment the record does not yet support. Treating the claim as a window into what Ukraine now regards as the binding target set is a different, and warranted, reading. That reading is the command-depth half of the week’s pattern. Jet one-way volume at the scale published on 18 August is not only an air-vehicle problem. It is a launch-stock, relay, and command-post problem. A mesh or ground-relay architecture that extends control beyond line of sight is how a one-way aircraft of limited organic range appears, to a defender, as a 900-kilometer object. RBC-Ukraine, citing monitors, noted that mesh control can increase range if a repeater is available roughly every 100 kilometers.7 That is a reported mechanism, not a confirmed architecture for the Rivne flight. It is enough to keep the Control Fabric in the same Campaign as the air vehicle. Ukraine is therefore treating Russian drone *infrastructure* as the binding target set, not only the air vehicles. That is a Control Fabric campaign. It is not a new munition. The distinction is the same one the 14 August tariff paper drew between a sensor and a product-security record. Destroying a relay, if the destruction occurred, changes access for a class of aircraft. It does not identify the next aircraft. It does not prove that tomorrow’s raid volume will fall. Kestrel’s proper use on this record is correlation: if Olenivka and the Donbas depots were hit, later Geran and Gerbera volume is a test of the hypothesis, not a decoration of the claim. The unknown that must remain unknown is battle damage. A Security Story that writes “Ukraine cut the jet-Shahed network” from a General Staff bulletin has already inherited an envelope the bulletin did not claim. The bulletin claimed strikes. It said losses were being clarified. Honesty stops there. ## 6. Undersea Access Without Payload Evidence Project 09851 *Khabarovsk* left Sevmash at Severodvinsk for factory sea trials in the White Sea. The Barents Observer, correcting an earlier date, said the boat departed Sunday, 16 August, not Monday, 17 August. Sevmash and Russian state media had issued no official statement as of the collection cutoff. Independent outlets — The Insider, the Barents Observer, and specialist military press — identified the hull as the first designed from the start as a Poseidon (2M39) carrier. The converted *Belgorod* remains the only commissioned carrier in that reporting. Tube count, displacement, and yield or range figures remain unmeasured in public. Construction of a second hull, *Orenburg*, has been reported without a launch date.8 A large special-purpose nuclear-powered submarine left Severodvinsk for White Sea trials. That is a high-confidence fact about access. Identification as *Khabarovsk* / 09851 is consistent across independent open-source outlets and has not been officially denied; that is a moderate-confidence assessment. Poseidon as a finished, deployable strategic weapon is not established. The Insider, which reported the sailing, said so in the same article: there is no confirmation that Poseidon exists as a finished, deployable weapon, and a full-system test would risk an environmental catastrophe if the declared characteristics were accurate.9 A Campaign that accepts political claims as facts would violate capability honesty. Watch should challenge any Story that collapses “carrier at sea” into “weapon operational.” Carrier and payload are separate Passports. The American half of the same week is a mirror, not a rebuttal. On 13 August Commander, Submarine Force, U.S. Pacific Fleet released a DVIDS story on a 30 July meeting aboard USS *Theodore Roosevelt* at the close of RIMPAC 2026. In that text, Rear Adm. Chris Cavanaugh and Rear Adm. Marcos Jasso discussed unmanned undersea vehicles as tactical extensions of a carrier strike group and the use of such vehicles to transfer critical parts so boats can launch and recover unmanned platforms while remaining submerged. The same release stated that in July 2026 an Orca extra-large unmanned undersea vehicle “completed a transit of over 1,000 nautical miles for the first time” in the Pacific. Route, duration, and payload were not released.10 Naval News amplified the transit on 15 August and the carrier-basing and replenishment discussion on 17 August. The National Interest treated the mileage number on 18 August. Those are specialist accounts of a Navy claim, not independent reconstructions of the route.11 The Navy asserted the 1,000-nautical-mile transit. That is a high-confidence fact about the service’s own statement. Route, payload, autonomy level, and whether resupply vehicles exist beyond concept are not established. CSG-basing and submerged resupply are doctrine discussed by two flag officers. They are not a fielded program. A public 1,000-nautical-mile demonstration is a capability step and still far short of advertised multi-thousand-mile endurance. Provenance of navigation — GPS-denied or not — remains unpublished. Hunter mining payload and the CAMP extra-large design drop remain parallel access paths, not this week’s facts. Allied and adversary undersea programs are therefore crossing from brochure to sea at the same time. The inference, at moderate confidence, is that demand will rise for provenance and defeat-assurance evidence that neither side has published. KAT should keep transit, payload, and strike-group integration on different plates. Lab-style disclosure of even bounded test conditions would be more useful than a single mileage number. Orca is Move plus latent Act. A Passport that records only the number has already inherited the brochure. ## 7. A Kill Is Not an Operator, and Allied Territory Is Now a Live Zone On the night of 15–16 August, Spanish F-18Ms of Detachment *Paznic* (NATO enhanced Air Policing 72) at Mihail Kogălniceanu destroyed an unmanned aircraft after an unidentified track entered Romanian airspace. The Spanish Defence Staff said the track came from the Black Sea, near the Danube delta; the crew made a nighttime visual identification of an attack-type unmanned aircraft; one F-18 used air-to-air weapons. EMAD called the action the first drone kill in Romania by an ally other than the Romanian Air Force, and the first aerial kill by a Spanish fighter since Spain joined NATO.12 Romanian accounts quoted in press give a tighter and partly conflicting geometry: detection at 04:44 local, entry from Moldova, approximately 24 kilometers north of Galați, shot down at 05:01, debris between Băleni and Cudalbi, no casualties.13 Official accounts therefore disagree on origin — Black Sea and Danube delta versus Moldova. This paper does not choose. Origin is a moderate-confidence and internally conflicted record. Operator intent is not established. On 14 August an Italian Eurofighter from Šiauliai, with Turkish F-16s also scrambled, destroyed an unmanned aircraft over Rugāji parish, Balvi district. Latvian Defence Minister Raivis Melnis said the decision was taken because a drone over Latvia can endanger residents. NATO confirmed the scramble. Latvian National Armed Forces reported the kill in Rugāji in the early hours. Debris search began in swamp and forest.14 Deutsche Welle, reporting the same day, said Latvian authorities attributed the entry to Russian electronic-warfare activity and that Latvian authorities did not identify the aircraft as Ukrainian.15 On 17 August Melnis said the aircraft had entered from Belarus. LSM, in the same report, wrote that origin had not been officially confirmed and that the aircraft was “likely” a Ukrainian drone sent off course by Russian electronic-warfare countermeasures.16 That “likely” is journalistic language, not a completed forensic identification. Latvia’s electronic-warfare statement is a national attribution. It is not a wreckage-backed operator ID. Airframe type is not officially settled. Both intercepts occurred. That is a high-confidence fact. Allied territory is now a live C-UAS engagement zone. Using fighter munitions against stray or diverted unmanned aircraft is expensive and politically loaded. Origin and intent are not the same as presence. The opportunity the incidents create — debris identifications, a joint Spanish–Romanian statement, evidence that distinguishes navigation error, electronic-warfare diversion, and deliberate incursion — has not been filled. Cheaper layered counter-UAS is the implied procurement demand. It is not evidenced by these two shots. The assurance object is Sense-to-Decision-to-Act with a human on the trigger. A Campaign would ask what detection coverage, visual-identification standard, and weapons-release authority were used, and whether those steps are repeatable. Watch debris type and operator. Do not write “swarm” or “state attack” into the Story without new facts. The 14 August Watch brief already treated the Williamtown restricted-airspace incursions as an attribution gap rather than a proven hostile payload. Romania and Latvia are the same gap at a higher cost. Envelope inheritance here takes the form of treating a successful kill as a completed identity. ## 8. The Trust Failure Named: Envelope Inheritance The failure that unifies the week is not a missing interceptor, a missing hull, or a missing tariff. It is envelope inheritance. An ordinary trust path — the daily neutralization count, the ministry codification sentence, the political carrier designation, the single transit figure, the fighter kill after visual identification — was evidenced for a slower, shorter, less command-deep, less politically loaded object. The path is now being asked to certify a harder combination: jet-speed closure, day-plus inventory treated as employment, command-node battle damage, payload readiness, unpublished undersea autonomy, and operator intent over allied territory. The path has not been re-evidenced. It has been reused. Envelope inheritance is the kinematic counterpart of the 14 August failures. A thermal imager was asked to stand in for product security; a camera heartbeat, for a completed espionage finding; a restricted-airspace track, for a foreign swarm. In each case the marker was real and the inherited conclusion was not. This week the markers are also real — jet volume, a west-Ukraine corridor, a 2,000-kilometer-class inventory type, claimed depots and a relay, a special-purpose boat at sea, a Navy mileage number, two allied kills. The inherited conclusions — that fire groups still close, that Siberia-reach is fielded, that Olenivka is down, that Poseidon is operational, that Orca’s payload and route are known, that Romania and Latvia have identified an operator — are not in the record. “Not established” is not a synonym for safe. A jet corridor into Rivne that is not wreckage-confirmed is still a demonstrated western-Ukraine problem at the speed class the monitors described. A T40 that has not flown a public combat sortie is still an official inventory object with a day-plus claim. A Poseidon payload that is not a finished weapon is still a reason a purpose-built carrier is in the White Sea. An Orca transit without a published route is still a thousand-mile unmanned movement in the Pacific. A UAV over Rugāji or Galați whose operator is unknown is still an unmanned aircraft that NATO fighters killed over allied territory. Honesty requires keeping the unknown attached to the fact, not deleting the fact because the unknown exists. The product-assurance consequence is direct. A C-UAS trust path that cannot produce type-specific battle-damage assessment is not ready to be the public measure of jet-raid defense. A C-UUV trust path that cannot separate carrier from payload, or transit from doctrine, is not ready to be the public measure of undersea readiness. A fighter-release path that cannot produce debris identity is not ready to be the public measure of eastern-flank attribution. Those are not arguments against defending. They are arguments against treating the existing evidence chain as if it had already grown to fit the new work. LrrK names the objects that keep the chain from growing by slogan. A Campaign is a deliberate investigation with hypotheses, not a highlight reel. The Control Fabric is the command, relay, update, and identity layer that makes speed and range usable; it is the layer Ukraine is already targeting and the layer ordinary intercept counts do not describe. A Passport is a longitudinal assurance record, not a brochure. Watch is currentness: the next morning package, the next imagery of Olenivka, the next Sevmash sentence, the next debris statement. Kestrel correlates a claimed node with later volume. Lab disposes a claim under documented conditions. KAT keeps Sense, Move, and Act, and the claims that attach to each, on separate plates. None of those objects is a score. Each exists to prevent envelope inheritance from becoming the house style. ## 9. What an Honest Assurance Record Would Keep Separate The remedy is not a new airframe taxonomy and not a five-signal dashboard. It is a record that refuses to let one evidenced claim occupy the cell of another. On the air side, official launch and intercept *counts* are populated at high confidence; west-Ukraine track geometry at moderate confidence; type identification, jet-speed interceptor envelope, and live-versus-decoy classification are thinly populated or empty. Gerbera, Parodiya, and Banderol were in the overnight mix, and the public neutralization total does not say how the mix was sorted before defeat. On inventory, keep the T40 as designed, as ministry-tested, and as fielded on three plates; do not allow the Siberia sentence to migrate. On command depth, keep the General Staff claim, independent battle damage, and the subsequent-volume test apart. Kestrel belongs on the third plate. Nothing public yet belongs on the second. On the undersea side, *Khabarovsk* as a hull on trials and Orca mileage as a Navy assertion are populated. Poseidon as a payload, tube-count and yield figures, Orca route and payload, and CSG-basing as doctrine are not. Hunter and CAMP remain off this week’s board. On allied territory, keep the fact of each kill, the conflicting origin accounts, the national electronic-warfare attribution, and operator intent apart. Debris identity, when it arrives, is a new entry. It does not retroactively fill intent. A Product Security Passport, or a Campaign dossier built on the same discipline, would not certify any of these systems as permanently understood. It would maintain a signed, longitudinal story: what was claimed, what was observed, what was reproduced, what a human disposed, and what remains unknown. The object of trust would become the evidence chain rather than the most convenient marker — jet, 2,000 kilometers, Poseidon, 1,000 nautical miles, NATO kill. This is also where the 14 August paper and this one close a loop. The thermal tariff used a binary sensor test because the test is administratively legible. Envelope inheritance uses a binary event test — sailed, codified, transited, killed — because the test is narratively legible. Both are defensible screens. Neither is a complete trust mechanism. Effective implementation, in policy or in operations, requires technical subclassification of claims and product-level assurance records that evaluate provenance, firmware, data flows, navigation mode, command path, and vulnerability management rather than treating a single kinematic marker as a complete measure of risk. The indicators that would change the record are narrow. Jet-Geran volume and a second west-Ukraine corridor test the speed-and-range claim as a campaign. Imagery, denial, or a later drop in Geran and Gerbera volume tests the Olenivka and Donbas claims. Trial length or a Sevmash confirmation tests *Khabarovsk* access without touching the Poseidon payload. Official type and operator statements from Romania and Latvia test kill-as-identity. A Houthi claim of an 18 August raid on Aramco’s Jazan refinery, and a UKMTO declaration that an unmanned cargo ship was a constructive total loss off al-Mokha on 17 August, remain outside this paper’s facts: the first is unconfirmed by Saudi authorities or imagery, and the second does not state a weapon class. Collection integrity requires the same refusal. An unaudited Geran monthly rate, a Geran-5 air-to-air configuration, a single Sudan air-to-air clip, a vendor fiber-FPV distance claim, and an unpublished Caspian-transfer report were seen and excluded. Political claims that the Strait of Hormuz is fully mine-cleared were excluded for lack of an independent hydrographic certificate. Section 232, the Royal Navy K3 camera heartbeat, and BIS commercial-UAV decontrol were filed on 14 August and are not re-opened. ## 10. Conclusion Speed, range, and command depth arrived together in the public record of 17–19 August 2026. Jet one-way unmanned aircraft were tracked into western Ukraine and launched, on official counts, in the tens in a single day. A domestic Ukrainian type with a day-plus, 2,000-kilometer-class claim entered the official inventory. Ukrainian forces claimed strikes on the depots and relays that would, if the claims hold, be the binding constraint on that volume. A purpose-built Poseidon carrier began White Sea trials. A U.S. extra-large unmanned undersea vehicle was placed on the record at more than 1,000 nautical miles. NATO fighters killed unmanned aircraft over Romania and Latvia. None of those facts is a new airframe class. All of them, together, ask ordinary C-UAS and C-UUV trust paths to do work they were not evidenced for. The policy and product-assurance mistake is to let the most convenient marker occupy the rest of the row. A neutralization total is not a jet-specific intercept. A ministry sentence is not a combat debut. A General Staff bulletin is not battle damage. A carrier at sea is not a finished strategic weapon. A mileage number is not a route, a payload, or a doctrine. A fighter kill is not an operator. Envelope inheritance is the name of that mistake. “Not established” is not a finding of safety; it is a preserved unknown that must travel with the fact it qualifies. The durable objective is the same one the 14 August paper set for a blunt tariff: trusted capability, not merely noticed capability. Achieving it will require pairing the categorical recognition that speed, range, and command depth are now live with evidence-bearing records that keep designed, tested, fielded, claimed, and confirmed on separate plates. Thermal capability may determine regulatory severity at the border. Kinematic markers may determine the week’s headline. Trust should be earned through verifiable envelopes, transparent command paths, and a security record that evolves with the system rather than inheriting the last envelope that was easy to measure.
