### BLUF

The First Battle of Fallujah turns persistent ISR and standoff EOD from supporting arms into the condition of urban fighting. The access change is not a new airframe. It is that a Marine or soldier now expects a video feed and a robot before he walks up to a house or a roadside device — and the public record this month still will not name which unmanned systems flew the city.

## 01. Fallujah I: urban fight, unmanned layer only partly visible in open sources

**Verified record — [Fact — B2]** Open contemporaneous combat reporting establishes a major U.S. Marine urban operation in Fallujah beginning 4 April 2004. Lamartin’s 17 March testimony already placed Pioneer, Dragon Eye prototypes, Predator orbits, Shadow/Hunter, and Raven buys in the Iraq theater. Defense Industry Daily’s later Raven recap notes Talking Proud’s “Battle for Fallujah” page includes pictures of Ravens and descriptions of UAV use before the battle; that page is a later compilation, not an April 2004 primary, and is not used here for counts. No April 2004 Reuters/AP/NYT dispatch fetched for this reconstruction names a specific UAV orbit over Fallujah. **Threat landscape.** In a city, the trust boundary is the last hundred meters: who sees the courtyard, who opens the bag. Unmanned ISR and EOD robots move that boundary. If the feed is late, jammed, or wrong, the human still pays.

[Assessment — moderate confidence] They were used; urban commanders do not leave persistent ISR on the ramp during a city fight. [Uncertainty] Platform-by-platform Fallujah I employment is not in a fetched April 2004 primary.

**Opportunity.** Collect Marine VMU Pioneer logs, Dragon Eye after-action, and EOD robot after-action for 4–30 April Fallujah. Do not invent them.

## 02. I-GNAT / Lynx: an Army medium-range video-and-radar gap-filler due this month

*Event / publication dates: Lamartin, 17 March 2004 — Army plans to deploy I-GNAT with Air Force-provided Lynx radars to CENTCOM in April.*

**Threat landscape.** A contractor-supported, Predator-class orbit at corps/division level, with SAR, sitting between Shadow and Air Force Predator. C2 and contractor presence on the ramp are the trust issues.

[Uncertainty] No April 2004 arrival notice was fetched; plan is not proof of wheels-down. [Inference — moderate confidence] ER/MP (the Hunter replacement) will be shaped by whatever TTPs I-GNAT writes in Iraq.

## 03. EOD robots in the same city: PackBot and TALON as the approach layer

**Verified record — [Fact — B1]** GlobalSecurity TALON page: in Iraq since the war started for IED detection and removal. iRobot S-1 (2005): more than 200 PackBots sold to the U.S. military over three years, most deployed in Afghanistan and Iraq. **Threat landscape.** Urban IED and UXO. The robot takes the blast. The OCU stays with the technician. RF in a dense city is a different link problem than a desert road.

## 04. Pioneer and Dragon Eye: the Marine organic air picture

**Threat landscape.** Marines in Fallujah have an organic UAV squadron culture (Pioneer) and a new rucksack UAV (Dragon Eye). Deconfliction with Army Raven and Air Force Predator in the same urban cylinder is an unsolved control problem.

**Intelligence assessment.** [Assessment — high confidence] Both systems are Marine tools this spring. [Uncertainty] Whether FRP Dragon Eye has reached I MEF by 30 April is not in a fetched delivery notice. [Inference — moderate confidence] Pioneer, not Dragon Eye, still does the long look.

## 05. Policy: OSD still managing UAVs as a roadmap, while a city is using them as artillery’s eyes

**Threat landscape.** The policy instrument (a roadmap) lags the street. The trust failure is managerial: the Department is still writing goals while battalions fly COTS.

**Intelligence assessment.** [Assessment — high confidence] No new roadmap this month. [Inference — moderate confidence] The 2005 roadmap will have to account for small UAS density the 2002 edition did not.

**Opportunity.** Compare December 2002 roadmap small-UAS language with what is actually flying in Anbar.
