### BLUF

July moved small UAS from a Kernel Blitz prototype into a two-vendor race — BAI Aerosystems and AeroVironment received Dragon Eye development and preproduction contracts — while CIA continued the summer interagency work to make an armed Predator legally and technically shippable, and still did not put an unarmed orbit back over Afghanistan.

## 01. Dragon Eye preproduction split — BAI and AeroVironment, July 2001

**Verified record — [Fact — B1]** Designation-Systems.net’s Dragon Eye page (opened) states that after June 2001 prototype tests, “in July that year development and preproduction contracts were awarded to BAI Aerosystems and AeroVironment,” with one competitor to be selected for full-scale production after evaluation. NASM’s Dragon Eye control-system object record independently dates the NRL/MCWL design to early 2001 and first operational use to OIF 2003. JFCOM’s program page gives FY01 R&D as $3 million and FY02 as $2.2 million, with twenty systems for June–July 2002 operator evaluations. **Threat landscape.** Two vendors on a five-pound ISR UAV is how a lab toy becomes a program of record — and how a radio-control and GPS stack becomes an export-controlled article.

## 02. Summer interagency work on the armed Predator continues

**Verified record — [Fact — B1]** GlobalSecurity’s CIA “Plan” compilation: during the summer CIA led an interagency effort to fully develop armed-Predator capabilities and explore inherent questions, including who would bear responsibility for lost Predators; CIA eventually agreed to split cost evenly, still in negotiation on 11 September. Significant issues listed: completion of weapons testing (technical issues delayed deployment), host-nation approval, DOD personnel and equipment arrangements, and legal issues. **Threat landscape.** Legal and host-nation unfinished work is a deployment veto as hard as a bad fuse.

**Intelligence assessment.** [Assessment — moderate confidence] July sits in the middle of that summer effort; no public deployment order exists this month. [Inference — moderate confidence] “Legal issues” is the EO 12333 assassination-ban problem, even if the compilation does not quote the order. [Uncertainty] No July 2001 OLC or NSC memo was opened.

**Opportunity.** The legal question list and host-nation talking points would have been the Campaign files.

**LRRK relevance.** Campaign / Control Fabric. Remote killing is being designed as a bureaucracy this month, not as a battlefield expedient.

## 03. Pointer still the hand-launched baseline AeroVironment is shrinking

**Verified record — [Fact — B1]** CRS RL31872: FQM-151 Pointer, AeroVironment, about ten pounds, nine-foot wing, 100–300 ft altitude, about ninety minutes, three-mile range; used in the Gulf War and later OEF; USSOCOM later buying to meet OEF-identified requirements; Army acquired six systems for the MOUT facility at Ft. Benning; Navy used Pointer at Vieques. ## 04. HUGIN civil-to-military crossover — MINEKART pointed at a December exam

*Event / publication dates: 2001 Norwegian Navy demonstration later dated 6 December; 2001 as the “exam year”*

**Verified record — [Fact — B1]** FFI’s official HUGIN history (opened, English) states that on a cold winter day in 2001 the MINEKART project would be concluded with a demonstration; a launch-and-recovery system was borrowed from Simrad and mounted on KNM *Karmøy*; the demonstration date given is 6 December 2001, when HUGIN autonomously found four mine dummies. Kongsberg’s later technical paper (opened) dates the same milestone to December 2001 and says four months later the Royal Norwegian Navy approved the HUGIN Mine Reconnaissance System project. July is not the demo; it is the year the civil HUGIN (Statoil/FFI/Kongsberg, C&C Technologies Gulf of Mexico success from 1999) is being militarized. **Threat landscape.** A commercial deep-survey AUV being fitted to an Oksøy-class minehunter is how allied MCM autonomy proliferates — outside U.S. REMUS/Bluefin channels.

**Intelligence assessment.** [Assessment — moderate confidence] By mid-2001 MINEKART was in the demonstration-prep phase. [Inference — moderate confidence] Kongsberg’s dual civil/military shop is the European industrial counterpart to Hydroid. [Uncertainty] No July 2001 Norwegian press release was opened.

**Opportunity.** HiPAP acoustic-positioning export classification and Simrad LARS drawings should have been the allied supply fields.

## 05. Rumsfeld transformation review in motion — unmanned systems as a theme, not yet a speech

*Event / publication dates: strategic review briefed to President Bush in August 2001 (later named in the 11 December Citadel speech)*

**Verified record — [Fact — B2]** President Bush’s 11 December 2001 Citadel speech (White House archive opened) states: “The same recommendation was made in the strategic review that Secretary Rumsfeld briefed me on last August — a review that I fully endorse.” The speech’s unmanned-vehicle passage is a December event; August is the briefing month. **Threat landscape.** A defense-wide transformation review that will later name Predator and Global Hawk as exemplars is being finished in a summer when the armed Predator is still a mixed-bag test.

**Intelligence assessment.** [Assessment — moderate confidence] July 2001 is inside the review’s completion phase. [Inference — moderate confidence] Unmanned systems were already a Rumsfeld talking point, not a post-9/11 invention. [Uncertainty] The August briefing text was not fetched.

**Opportunity.** The review’s unmanned annex, if any, would have been the Campaign file.
