**Verified extract — [Fact — A1]** BBC reported Paul Misener, Amazon VP for global public policy, telling a U.S. Senate aviation subcommittee that FAA permission for outdoor tests of one home-delivery prototype had taken more than six months and arrived about a week earlier, by which time Amazon had moved on to more advanced designs already testing abroad. Nowhere outside the United States, he said, had Amazon waited more than one or two months. Intended flights would cover 10 miles (16 km) or more, autonomously, with collision-avoidance. Dr Ravi Vaidyanathan of Imperial College London told the BBC the U.S. slowness was a UK commercial-growth opportunity, with a potential safety downside if requirements were reduced. FAA associate administrator Margaret Gilligan told the Senate U.S. airspace was more complex and new autonomous-drone standards could come within a year. The FAA had announced a blanket approval for some limited operations: up to 200 ft (61 m), daylight, line of sight. The February proposed commercial rules (500 ft, daylight, VLOS) would make package delivery unfeasible; officials did not expect a final rule until late 2016 or early 2017.
