October put extra-theater RPA under a UN legal critique that names the trust failure: Special Rapporteur Christof Heyns told Inner City Press on 25 October that drones are “not inherently illegal” but Yemen and Somalia use is “problematic, outside the theater of war,” that U.S. “self-defense so IHL does not apply” is “wrong,” and that “mere membership is not enough.”
