*Fire Scout Milestone C, HUGIN’s First Export, and Sea-Based Unmanned Sensing as an Industrial Object*

> **Research premise.** June 2007 is when sea-based unmanned sensing became an industrial product: the Navy’s shipboard vertical-takeoff unmanned aircraft crossed Milestone C into low-rate production, and Kongsberg sold HUGIN 1000 MR autonomous underwater vehicles to the Finnish Navy as the first naval AUV contract outside Norway. The trust object is not the rotor or the hull. It is shipboard recovery and ground control for Fire Scout, and commercial-off-the-shelf integration into a German tactical system and an Italian hull for HUGIN.

## Abstract

**Research premise.** A production helicopter-drone and an export autonomous underwater vehicle are easy to file as two hardware firsts. Read as a trust problem they are the same month. On 31 May 2007 the Department of Defense announced that Northrop Grumman’s MQ-8B Fire Scout had reached Milestone C, the beginning of low-rate initial production: the first unmanned aircraft system inside the Navy, and the third UAS of any U.S. military branch, to meet that acquisition gate. Nine airframes were on contract, assembled at Moss Point from a Schweizer 333 commercial helicopter, with initial operational capability publicly targeted for 2008 from the Littoral Combat Ship. Three weeks later Hydro International reported that Kongsberg Maritime and Kongsberg Defence & Aerospace had signed a NOK 114.8 million (about US$16.65 million, as stated) contract for the Finnish Navy mine-hunting vessel programme, including three HUGIN 1000 MR vehicles, three EM 710 sonars, and three HiPAP 500 positioning systems, integrated by KDA into a tactical command-and-control system from Atlas Electronics of Germany on an Intermarine hull from Italy. Hydro called the sale the first AUV contract in the naval market outside Norway. The products being industrialized are not the rotor and the pressure hull. Fire Scout’s industry team names Sierra Nevada for the unmanned common automatic recovery system, Raytheon for the tactical control system, and Lockheed Martin for ship integration: recovery and shipboard ground control are the Control Fabric. HUGIN’s public description is commercial-off-the-shelf equipment plugged into a foreign C2 stack on a foreign hull: COTS-into-C2 is the integration risk. Later-attributed SWORDS combat approval, a Reaper still not in combat, an unchanged Army development contract, and an MTCR Category I brake on allied Global Hawk are contrast, not the thesis. Undersea and ship-launched Sense were becoming exportable industrial objects while U.S. air ISR was still fighting bandwidth, tasking visibility, and a regime rule. This paper treats June 2007 as a capability and political-economy problem. It does not convert a later legal gate into a funded program of record, and it does not import a Reaper combat sortie the June file does not contain. Independent Finnish Ministry of Defence confirmation of the HUGIN sale was not fetched. That Unknown is not a safe default.

## 1. Introduction: The Apparent Product

A defense-industrial headline reduces late spring 2007 to two vehicles. The Navy’s vertical-takeoff unmanned aircraft enters low-rate production. A Norwegian company sells mine-hunting autonomous underwater vehicles to Finland. A reader who treats the airframe and the hull as the events expects a story about rotors, endurance, and who builds the shell. The contemporaneous public record of that window does not make that calculation. It describes a production decision whose operational requirements are written from a ship that is not yet the program’s clock, and an export contract whose sensor stack is commercial equipment integrated into someone else’s tactical system on someone else’s hull.1

The disparity is easiest to misunderstand when the month is read as a recap. Under that reading, two sea vehicles become a highlight reel, an armed ground robot a third theater, a newly numbered Air Force wing a fourth, and an unchanged missile-technology rule a fifth. Later memory then supplies combat sorties, funded programs, and ministerial confirmations that June’s public file does not contain. The opened June file runs the other way. The industrial object is the interface. Fire Scout becomes a product when recovery and shipboard control can be bought in quantity, not when a Schweizer 333 leaves Moss Point. HUGIN becomes a product when a commercial survey vehicle can be sold, supported, and plugged into a German command-and-control system on an Italian mine hunter, not when a pressure hull is launched in Horten.

This distinction matters. Capability analysis can target what a system can perceive, how it is recovered and commanded, and whether the evidence chain would let a later operator trust that the path from sensor to ship still matches the mission. Political-economy analysis adds a fourth question: whether the object is still a laboratory article, a legal experiment, or something a navy can buy, export, and keep in service. June 2007 answers the fourth question for sea-based Sense more cleanly than for air-unmanned Act. A Navy VTUAV crossed an acquisition gate. A Norwegian AUV crossed an export gate. An armed ground robot, in later press, crossed a combat-approval gate without a funded program of record. A hunter-killer airframe sat in a wing inventory without a June combat primary. Allied high-altitude ISR remained a Category I problem.

The argument developed here is that the hull is not the product, and that the trust failure is at the interface. For Fire Scout the Control Fabric is shipboard recovery and the ship ground-control station. For HUGIN the Lab risk is commercial-off-the-shelf equipment dropped into a multinational C2 and hull stack. LrrK’s objects earn their place only where they keep that claim on separate plates: a Watch desk for the Navy’s first production UAS, a Passport for an exportable mine-countermeasures sensor, a Lab disposition for COTS-into-C2, and a refusal to treat official silence, later attribution, or “not a program of record” as safety. October 2001, January 2009, January 2010, July 2010, and May 2011 are sibling files on first combat Hellfire clearance, inherited covert command and control, shared Sense versus classified Act, a signed-driver Passport, and a U.S.-citizen target in Shabwa; none is reopened here except as a one-line pointer.

## 2. Production Without a Ship

The first public plate is a contractor release reprinting a Department of Defense announcement, not a flight-test anecdote. On 31 May 2007, from San Diego, Northrop Grumman stated that the Department of Defense had announced that the MQ-8B Fire Scout Vertical takeoff and landing Tactical Unmanned Air Vehicle had reached Milestone C, “signifying the beginning of its low-rate initial production phase.” The same paragraph supplied the acquisition firsts the month needs: “The Fire Scout is the first unmanned aircraft system (UAS) within the U.S. Navy and the third UAS of all U.S. military branches to meet Milestone C in the Defense Department acquisition process.”2

Those sentences are facts about what Northrop published against a DoD announcement on a named day. They are not, without a dated Navy contract action in the same release, facts about the June low-rate-initial-production dollar value. The June LRIP figure is not in the fetched 31 May text. That is an Unknown. It is not a license to treat Milestone C as unestablished, and it is not a license to fill the gap with a later contract notice.

Dyke Weatherington, identified as Deputy of Unmanned Aircraft Systems Planning Task Force for the Office of the Secretary of Defense, called the gate “a significant step for the Fire Scout program and for unmanned systems overall.” He credited “military and contractor program offices” with meeting and exceeding requirements “including endurance, range and payload weight.” CDR Rob Murphy, Navy VTUAV program manager, put the clock on the record: “With Milestone C complete, the Fire Scout program is on track to conduct payload flights this fall and enter initial operational evaluation and then achieve initial operational capability in 2008 as planned.”3 Weatherington’s sentence is an OSD judgment about the class. Murphy’s sentence is a program-manager schedule. Neither is a claim that Fire Scout is operational at sea in June 2007. The source collection already refused any such claim. This paper keeps that refusal.

The operational requirements in the same release are ship-written. Fire Scout is to provide real-time video imagery collection, intelligence gathering, communications-relay capability, precision targeting, and battle damage assessment “from the Littoral Combat Ship.” Nine Fire Scouts were on contract. “The first was delivered in November to Naval Air Station Patuxent River. The successful series of first flights was completed just weeks later. All nine are expected to be delivered by the end of 2008.” Design work sat at the Integrated Systems Unmanned Systems Development Center in San Diego. Assembly sat at the Unmanned Systems Center in Moss Point, Mississippi. The airframe was “based on a commercial-off-the-shelf Schweizer 333 manned helicopter manufactured in Horseheads, N.Y.” Gene Fraser, vice president of Northrop Grumman’s Unmanned Systems, placed then-current support in Hollywood, Maryland, “to support flight test as well as the engineering and logistics needs of the Navy’s VTUAV program,” and said personnel would grow as the program grew.4

Honesty requires four labels on that plate. Fact: by 31 May a named OSD official, a named Navy program manager, and a named contractor vice president had established Milestone C, the first-Navy and third-military UAS claim, nine airframes on contract, a 2008 IOC target, a Schweizer 333 commercial baseline, and Moss Point assembly. Inference, moderate: 2008 initial operational capability will slip if the Littoral Combat Ship slips, because the requirements are written from that hull and the air vehicle is ahead of the ship. Judgment: the physical consequence of Milestone C is persistent organic ISR for surface combatants if ship and recovery arrive on the same clock; the political consequence is that a Navy unmanned aircraft is now a production program, not a demonstration. Unknown: the June LRIP dollar value, and any contemporaneous official pairing of a named LCS hull with a named Fire Scout tail in this collection window.

A Watch desk that records only “Fire Scout enters production” has already lost the object. The airframe is a Sense platform. Moss Point is a factory. Patuxent River is a test node. The Littoral Combat Ship is the intended Move. Without recovery and a ship ground-control station, production is inventory. With them, production is a Control Fabric that a surface combatant can take to sea.

## 3. Recovery as the Control Fabric

The 31 May release does not bury the interface in marketing language. It lists the Fire Scout Industry team by function. Cubic Defense Applications supplies communications. FLIR Systems supplies the BriteStar II payload. GE Fanuc supplies the vehicle management computer. Kearfott supplies guidance and navigation. Lockheed Martin supplies ship integration. Raytheon supplies the tactical control system. Rockwell Collins supplies avionics. Rolls-Royce supplies the engine. Sierra Nevada Corporation supplies the “unmanned common automatic recovery system.” Schweizer Aircraft Corporation supplies the airframe.5

That list is the month’s architecture table, not a supplier advertisement. Sense sits with FLIR. Move sits with Rolls-Royce, Schweizer, Kearfott, and Rockwell Collins. The command surface sits with Raytheon. The ship interface sits with Lockheed Martin. Recovery sits with Sierra Nevada. The rotor is one line. The trust boundary is three: recovery, tactical control, and ship integration. LrrK would name those three the Control Fabric. A Passport on the nine-airframe contract would record them as named functions, not as optional accessories.

Shipboard recovery is not a convenience. A vertical-takeoff unmanned aircraft that cannot be brought back onto a moving deck in the conditions the ship actually meets is not organic ISR. It is a shoreside test article that happens to have a naval designation. The Northrop text does not describe UCARS performance envelopes, sea-state limits, or whether the ship-based ground-control station is a copy of the shore station or a different object. Those specifications are not in the fetched release. They are Unknown. Absence of a specification is not evidence that recovery is solved, and it is not evidence that it is unsolved. It is evidence that Milestone C was announced as an acquisition event, not as a recovered-at-sea event.

The same honesty applies to the ship. The operational requirements are “from the Littoral Combat Ship.” Murphy’s IOC is 2008. The nine-airframe delivery clock ends at the end of 2008. The inference that the air vehicle is ahead of the ship is moderate, not a hull-by-hull slip table. Kestrel’s proper use in this file is correlation of those two clocks, not decoration of the rotor. A Lab disposition that would move the unknown is a dated pairing of a named LCS with a named recovery system and a named ship GCS. Until that disposition exists, Watch records production, not employment at sea.

Sense, Move, and Act therefore separate on the Navy plate. Sense is the requirement list: video, intelligence, relay, targeting, battle-damage assessment. Move is the Schweizer-based airframe and the ship that is supposed to carry it. Act, in the 31 May text, is targeting and battle-damage assessment in support of the ship, not an independent strike program. Fire Scout is being industrialized as a Sense object with a shipboard Control Fabric. Treating Milestone C as proof that the Navy can already recover, task, and trust the aircraft from a combatant is a judgment the release does not support.

The political economy of the team list is the same point in industrial language. A commercial helicopter from Horseheads, an assembly line in Moss Point, a design center in San Diego, a test-support office in Hollywood, Maryland, and a recovery system from Sierra Nevada are not a single factory making a hull. They are a supply chain making an interface. The product a program office can put on contract in quantity is that chain. The rotor is the visible fraction.

## 4. An Exportable Sensor on Someone Else’s Command System

The second public plate is a trade-press contract notice, not a Finnish ministry release. Hydro International, in a page whose own metadata dates the item 21 June 2007, reported that Kongsberg Maritime AS and Kongsberg Defence & Aerospace AS had signed a contract for the new Finnish Navy Mine Hunting Vessel programme. “The contract has a value of NOK 114.8 million (US$16.65 million) and includes HUGIN 1000 MR, EM 710 and HiPAP 500, three of each.” KDA “acts as an integrator of all hydroacoustic products into the tactical system (C2) delivered by Atlas Electronics, Germany.” Intermarine, Italy, “is the shipbuilder and the prime contractor.” The first ship was planned for handover to the Finnish Navy in 2010.6

Those sentences are facts about what Hydro International published. They are not, without a fetched Finnish Ministry of Defence confirmation, facts about Helsinki’s own characterization of the buy. No independent Finnish MoD confirmation was fetched. That is an Unknown. It is not a safe negative. It is not a license to treat the Kongsberg/Hydro account as unestablished, and it is not a license to convert company-stated superlatives into ministerial findings.

The rest of the Hydro text is the political economy. “All the products delivered by KM are Commercial Off The Self (COTS) and represent a new procurement policy observed in today’s Defence contracts.” An in-service support contract between the Finnish Navy and Kongsberg Maritime, “supporting all KM products through their life cycle,” was “also in place,” done “in the same way KM support its commercial market customers.” The sale was “the first delivery from KM Subsea Division in Horten, where all product lines are represented in the same project, and fully integrated into a common system.” Then the two superlatives: “The FN is the first navy in the world to fully integrate a complex mine hunting system like this. The contract is also the first AUV contract in the naval market outside Norway.”7

High confidence attaches to the contract as company-stated: the kroner figure, the three-of-each equipment list, the German C2 integrator, the Italian prime, the 2010 first-ship plan, and the COTS label. Moderate confidence attaches to the “first in the world” integration claim; it is Hydro’s rendering of a vendor narrative, not a comparative survey. High confidence, still as company-stated, attaches to “first AUV contract in the naval market outside Norway,” which is the export gate this paper actually needs. The inference that COTS HUGIN will set a European mine-countermeasures unmanned-underwater-vehicle pattern is moderate. It is a pattern inference, not a 2007 inventory of other navies.

The architecture is more revealing than the kroner. A NATO partner is buying a commercial autonomous underwater vehicle as a mine-hunting sensor. The sensor is integrated by a Norwegian defense house into a German tactical system. The system sits on an Italian hull. In-service support is written as commercial-market support, not as a unique naval logistics invention. Undersea sensing, in this notice, is a multinational supply chain. It is not a U.S. laboratory project and it is not a Norwegian navy-only artifact.

That is the Passport object. Record HUGIN 1000 MR as an exportable mine-countermeasures sensor, with EM 710 and HiPAP 500 as the accompanying commercial hydroacoustic set, three of each, on a named C2 and a named hull. Do not certify the stack as safe. Do not certify the “first navy in the world” sentence as a finding. Leave Finnish MoD confirmation empty. The empty line is the honest state of the June file.

The Lab object is the integration, not the vehicle. COTS-into-C2 is the risk. A survey-grade autonomous underwater vehicle that already exists for commercial customers is being asked to live inside a tactical system it did not grow up in, on a hull it did not define, under a support model copied from the commercial market. The trust question is not whether HUGIN can swim. It is whether the command-and-control path from Atlas’s tactical system through KDA’s integration to Kongsberg’s vehicle remains an evidence chain after the first ship is handed over in 2010. Hydro does not publish that chain. Absence of a published integration assurance record is not evidence that the integration is unsound. It is evidence that June’s public product is a contract and a supply-chain diagram, not a signed Passport.

Sense, Move, and Act separate here as cleanly as they do on Fire Scout, and in the opposite industrial direction. Sense is the HUGIN vehicle and the EM 710. Move is the Intermarine hull and the HiPAP positioning system that keeps the underwater object in a known place relative to the ship. Act, in this notice, is mine hunting as a detection-and-classification mission, not a public description of a kill chain. The Finnish buy industrializes undersea Sense as an export. It does not, in the fetched text, industrialize undersea Act.

The two sea plates now share a thesis. Fire Scout’s product is recovery and ship GCS on a U.S. production contract. HUGIN’s product is a commercial sensor sold across a border into a German C2 and an Italian hull. In both cases the vehicle is what a photograph would show. In both cases the interface is what a navy is actually buying. Sea-based unmanned sensing became an industrial object in June 2007 because those interfaces could be contracted, scheduled, and — in the Finnish case — exported.

## 5. Legal Gates and Unfinished Clocks Are Not Products

The rest of the June file is contrast, not a second thesis. What did not become an industrial object this month is as important as what did.

Later press, not a June Army primary, is the SWORDS plate. Noah Shachtman’s 2 August 2007 Wired Danger Room post, retrieved as a body, reported three “special weapons observation remote reconnaissance direct action system” robots deployed to Iraq with M249 machine guns. Michael Zecca, the SWORDS program manager, told Danger Room the robots “haven’t fired their weapons yet,” and that more could be sent “but we don’t have the money. It’s not a priority for the Army, yet.” Shachtman attributed the three-hull count to National Defense magazine.8 The National Defense exclusive, retrieved from a contemporaneous archive capture of Stew Magnuson’s August 2007 report, is the text that dates formal combat approval to June. Three M249-armed robots had been in Iraq since April with the 3rd Infantry Division’s 3rd Brigade, after three years of development at the Armament Research, Development and Engineering Center at Picatinny Arsenal. “The robots were formally approved for combat use in June.” Zecca did not know of any incident of the weapon being fired so far. Exact whereabouts and missions were classified. Lt. Col. William Wiggins, spokesman for the office of the assistant secretary of the Army for acquisition, logistics and technology, said eighty more robots approved under an urgent materiel release were held up “due to limited funding in fiscal years 2006-2007,” and stated: “While SWORDS is currently not a program of record, the Army has initiated a memorandum of agreement between ARDEC and Robotic System-Joint Project Office to expedite establishing a funded program to meet Army needs.”9

Fact, on later press: three hulls, M249s, April in Iraq with a named brigade, June combat approval as attributed in August, no known public firing in Zecca’s account, eighty more unfunded, not a program of record. Inference, moderate: an armed ground robot may now be legally employable and is still not a funded production object. Unknown: rules of engagement and location, which Magnuson recorded as unpublished, and any June 2007 Army primary, which was not fetched. Judgment: SWORDS is a Lab legal gate, not industrial scale. Treating June combat approval as a program of record, or as a public firing, would be a category error. The sea plates in this file are contracts and acquisition gates. SWORDS is an experiment that later press dated to June.

Air ISR in the same window is continuity and a negative, not a combat first. Stars and Stripes, in its 3 May 2007 Mideast edition, reported that the Air Force had reactivated the 432nd Wing at Creech Air Force Base, Nevada, as “the first-ever combat wing to be equipped with MQ-1 Predator and MQ-9 Reaper.” The 57th Wing had already been flying twelve combat air patrols in Iraq and Afghanistan every day, with about twenty-eight unmanned aircraft in the U.S. Central Command area of operations; that tempo would stay constant until the next year. By 2010 the wing intended to fly twenty-one daily combat patrols. The wing was authorized 160 Predators and 60 Reapers. About eighty-five Predators had been delivered, “slightly over half of those deployed forward.” “Six of the more advanced Reapers have been delivered to the wing, according to an Air Force fact sheet.” Col. Christopher Chambliss described Reaper as “more of a strike aircraft,” with a larger airframe and a payload that included Hellfire missiles and “ordnance such as 5,000-pound bombs and the Joint Direct Attack Munition.”10

Those are May command-stated inventory and CAP figures. They remain, in this collection, the last such figures before the June cutoff. No June Reaper combat primary was fetched. Assessment, high confidence: Reaper is not in combat in the June file. Inference, moderate: first combat is a later-summer event if a prior “this summer” target holds. Unknown: June hours. Watch’s job is to record the negative. Six delivered airframes and a strike-aircraft description are not employment. Bandwidth and tasking visibility remain the air-ISR problem the sea plates do not solve. A remote-split CAP continues. A hunter-killer airframe remains in training. That is continuity, not a June Act.

Two other clocks did not move in the fetched set. On 10 August 2005, General Atomics Aeronautical Systems announced that it and its Team Warrior partners, AAI Corporation and SPARTA, Inc., had been awarded the Systems Development and Demonstration phase of the Army’s Extended Range Multi-Purpose unmanned-aircraft program: a first phase of $214 million on a multi-year effort described as worth $1 billion, with delivery and test of seventeen Warrior aircraft, seven One System ground stations, and logistics support, expected to conclude in mid-2009.11 That SDD award is unchanged as a June 2007 public object. On 10 May 2007, Jung Sung-ki reported in *The Korea Times* that a U.S. move to sell unmanned reconnaissance aircraft to South Korea was “facing opposition from Russia and other member countries of a global arms control pact.” At Seoul’s request, the United States had “pushed to revise the Missile Technology Control Regime (MTCR) to allow the sale of the Global Hawk to the Korean military.” The “$45-million Global Hawk is classified as category 1 under the 34-member regime.”12 The retrieved Korea Times body is the last fetched MTCR/Global Hawk item in this window; June license actions are unpublished. Category I remains the brake. Army organic hunter-killer and allied high-altitude ISR are both still on paper as June facts. Inference, moderate: an Athens plenary will be the next MTCR fact. Unknown: June license actions.

The contrast is the argument, not a fifth signal. Sea-based unmanned sensing could be sold and put into low-rate production. Armed ground robotics could be approved without being funded. Air-unmanned Act could sit in a wing without flying a June combat sortie. Allied HALE Sense could remain a regime object. The industrial event is the sea interface. The unfinished clocks are evidence that “unmanned” is not a single market.

## 6. Two Clocks, and What a Passport Would Have Recorded

A production airframe whose requirements are written from a ship, and an export underwater vehicle whose first ship is three years away, are easy to flatten into “navies are going unmanned.” They are not the same clock. Fire Scout’s public IOC is 2008, with all nine contracted airframes expected by the end of that year, while the Littoral Combat Ship and the recovery system have to arrive on that same clock for the Sense object to become organic. HUGIN’s public first-ship handover is 2010, while the contract, the COTS label, and the in-service support agreement are already 2007 industrial facts. The U.S. plate buys a Control Fabric and hopes the hull catches up. The European plate buys a sensor stack and waits for the Italian hull. In both cases the vehicle can be photographed before the interface is proven.

That is a political-economy result, not a technology result. Milestone C is an acquisition decision that a program is ready to be produced in limited quantity. A first naval AUV export is a market decision that a commercial underwater vehicle is ready to be sold to a foreign navy as mine-hunting equipment. Neither decision is a recovered-at-sea demonstration. Neither is a Finnish ministerial white paper. Both are decisions that money, schedule, and supply chain now attach to an interface: UCARS, tactical control, and ship integration on one side; KDA-into-Atlas C2 on an Intermarine hull on the other.

A June Passport, written the way LrrK would write it, would have recorded the two industrial objects and left the rest empty rather than filling a highlight reel. Fire Scout: Milestone C, nine airframes, recovery/tactical-control/ship-integration named, June LRIP dollars empty. HUGIN: three COTS vehicles into Atlas C2 on an Intermarine hull, first naval AUV contract outside Norway as company-stated, Finnish MoD confirmation empty. SWORDS, Reaper combat, ER/MP change, and June MTCR licenses stay empty because the collection does not establish them as products. Filling those lines from later memory would be envelope inheritance.

Campaign, in this file, is not a shooting campaign. It is the industrialization of sea-based Sense as something that can be contracted in the United States and exported in Europe in the same month. Control Fabric is UCARS and the ship GCS, and, underwater, the German tactical system that must command a Norwegian commercial vehicle. Watch refuses to log a Reaper combat sortie or a Finnish ministerial confirmation the collection does not contain. Lab is COTS-into-C2, and the SWORDS legal gate that is not a factory. Kestrel correlates the LCS clock with the recovery clock and stops. Sense is the requirement list and the mine-hunting stack. Move is the ship, the deck, and the positioning system. Act is not the June industrial event.

The honest limit is the source filing’s. A NAVSEA or NAVAIR June contract notice with a dollar value would move the Fire Scout money line. A Finnish Navy or Intermarine confirmation would move the HUGIN ministerial line. An ARDEC June urgent-materiel-release memorandum would move SWORDS off later attribution. An ACC June CAP note would move Reaper hours. A State or ISN intersessional would move MTCR. Until those dispositions exist, “not established” is a gap. It is not a finding that the gap is safe.

## 7. Conclusion

June 2007 is misread when it is remembered as a month of vehicles. The Navy did not industrialize a rotor. Kongsberg did not industrialize a hull. The United States put a shipboard vertical-takeoff unmanned aircraft through Milestone C as the first Navy UAS to that gate, with nine airframes on contract and a 2008 IOC written from the Littoral Combat Ship, while the named industry team put recovery, tactical control, and ship integration on the same page as the airframe. Finland, in a company-stated trade notice, bought three commercial HUGIN 1000 MR vehicles into a German command-and-control system on an Italian mine hunter, with commercial-style in-service support, as the first naval AUV contract outside Norway. The products are those interfaces. The trust objects are UCARS and the ship ground-control station, and COTS equipment living inside someone else’s C2.

The rest of the month is evidence that unmanned systems were not a single industrial fact. An armed ground robot could be later-described as approved for combat and still be three hulls without a funded program of record and without a public firing. A Reaper could be delivered to a reactivated combat wing and still have no June combat primary. An Army hunter-killer could remain on a 2005 development contract. An allied Global Hawk could remain a Category I MTCR object. Air ISR was still a bandwidth, tasking, and regime problem. Sea-based Sense was already a thing a navy could buy and a thing a vendor could export.

LrrK’s job on a month like this is not to reprint five signals. It is to name the industrial object and leave the empty lines empty. A Passport that recorded Fire Scout as a rotor and HUGIN as a hull would have certified the wrong artifact. A Watch desk that converted later SWORDS attribution into a June Army primary, or six delivered Reapers into a combat sortie, would have certified the wrong event. The durable record is narrower: sea-based unmanned sensing became an industrial product in June 2007, the hull was not that product, and the gaps around money, ministerial confirmation, combat employment, and integration evidence were not then, and are not now, safe defaults.
